RECOMMENDATION
Staff recommends the City Council 1) adopt a resolution amending Exhibit A to Resolution No. 2025-R077, making an express finding that modifications to state codes are reasonably necessary due to local climatic, geological, or topographical conditions; and 2) introduce an ordinance amending the Culver City Municipal Code (CCMC) Section 15.02.1160 by adding a reference to the California Green Building Code Section 5.106.4.1.2.4.
BACKGROUND
On October 13, the City introduced the 2025 California Building Standards Codes with local amendments and adopted Resolution No. 2025-R077, a resolution of express findings pertaining to local climatic, geological, or topographical conditions. Exhibit A to the resolution made express findings pursuant to California Health and Safety Code Section 17958.5, justifying the local amendments to the Codes.
On November 10, 2025, the City adopted the 2025 California Building Standard Codes with local amendments. City staff filed the findings and the local amendments with the California Building Standards Commission (Commission). On February 13, 2026, the City’s Building Safety Division was notified by the Commission that edits are necessary to Exhibit A and that the amendment to CCMC Section 15.02.1160 needs a State code reference and section number for the filing to be fully accepted.
DISCUSSION
City staff have prepared the Resolution amending Exhibit A to Resolution No. 2025-R077 to update findings for the 2025 California Building Code Appendix J, the 2025 California Plumbing Code Section 1208.13.1, the California Energy Code Section 117 Solar Photovoltaic System, and Section 15.02.1160 Shower Facilities for Bicycle Parking (Attachment 1).
The proposed amendment to CCMC Section 15.02.1160 is administrative, adding the State code reference and section number to the local amendment; there are no technical changes (Attachment 3).
FISCAL ANALYSIS
There is no fiscal impact associated with the adoption of this resolution or amendment.
