RECOMMENDATION

 

Staff recommends the City Council (1) adopt a resolution approving a three (3) year Memorandum of Understanding (MOU) with the Culver City Police Management Group (PMG) effective retroactively for the period July 1, 2025 to June 30, 2028; (2) adopt a resolution approving a three (3) year Memorandum of Understanding (MOU) with the Culver City Police Officer’s Association (POA) effective retroactively for the period July 1, 2025 to June 30, 2028; (3) adopt a resolution approving an amended Memorandum of Understanding (MOU)  with the Culver City Fire Management Group effective retroactively for the period July 1, 2025 to June 30, 2028; and (4) adopt a resolution approving an amended Memorandum of Understanding (MOU) with the Culver City Firefighters Association effective retroactively for the period July 1, 2025 to June 30, 2028.

 

 

BACKGROUND / DISCUSSION

 

There are six (6) recognized bargaining units within Culver City which represent City employees on items pertaining to wages, hours, and other terms and conditions of employment.

 

Police Management Group (PMG)

 

The Memorandum of Understanding (MOU) between the City and the Culver City Police Management Group (PMG) expired on June 30, 2025. Negotiations have concluded, and the parties reached a tentative agreement for the City Council’s consideration.

 

The proposed MOU term is July 1, 2025 through June 30, 2028, and includes the following key changes:

 

                     Increases the POST Certificate Pay by an additional 4% effective the first full pay period after July 1, 2025, 3% effective the first full pay period after July 1, 2026, and 4% effective the first full pay period after July 1, 2027.

                     Update to the PEMHCA statutory minimum contribution from $149 to $162 per month effective January 1, 2026.

                     Updated Cafeteria Plan/Flex Dollar Allowance amounts effective January 1, 2026,  to June 30, 2026, to the following rates:

o                     Employee Only: $971.00

o                     Employee + One: $1,704.00

o                     Family: $2,131.00

                     Effective July 1, 2026, cafeteria plan allowance(s) will be based on CalPERS Region 3 Kaiser Rates, plus $100, for dental and vision.

                     Flex dollar allowances effective July 1, 2026:

o                     Employee Only: $969.05 + $100.00 = $1,069.05

o                     Employee + One: $1,938.10 + $100.00 = $2,038.10

o                     Family: $2,519.53 + $100.00 = $2,619.53

                     Future modifications (increase/decrease) of the Kaiser Region 3 rates will be effective January 1 of each calendar year in alignment with CalPERS.

                     Current opt-out amount of $971 applicable to employees with proof of valid coverage will remain in effect until 12/31/26.

                     New automatic annual adjustments beginning January 1, 2027, based on CalPERS Kaiser Region 3 rates plus $100.

                     Medical opt-out changes effective January 1, 2027, including a maximum $600 monthly benefit and new taxable cash-out and 457 deferred compensation options.

                     Updates to retiree-only medical contribution amounts from $675.32/month to $797.14/month.

                     Pre-65 spouse/dependent coverage updated from $589.47/month to $675.06/month.

                     Replacement of references to “PERSCare” with “PERS PPO Platinum Plan.”

Police Officer’s Association (POA)

 

The Memorandum of Understanding (MOU) between the City and the Culver City Police Officer’s Association (POA) expired on June 30, 2025. Negotiations have concluded, and the parties reached a tentative agreement for the City Council’s consideration.

 

The proposed MOU term is July 1, 2025 through June 30, 2028, and includes the following key changes:

 

                     Increases special assignment pay by an additional 4% over base hourly rate plus POST pay effective the first full pay period after July 1, 2025; 3% over base hourly rate plus POST pay effective the first full pay period after July 1, 2026; and 4% over base hourly rate plus POST pay effective the first full pay period after July 1, 2027.

                     Update to the PEMHCA statutory minimum contribution from $149 to $162 per month effective January 1, 2026.

Fire Management Group (FMG) / Firefighter’s Association (FFA)

During its April 13, 2026, meeting, the City Council approved three-year Memoranda of Understanding (MOUs) with the Culver City Fire Management Group (FMG) and the Culver City Firefighters’ Association (FFA). The new FMG and FFA MOUs included the addition of the Wildland Fire Safety Training Refresher (WFSTAR) Certificate Pay.

 

The proposed revised MOUs for FMG and FFA revise the WFSTAR Certificate Pay by increasing the incentive from 3% to 4% of base salary, effective the first full pay period after July 1, 2027, for unit employees who earn a certificate of completion for the annual RT-130 WFSTAR Certificate.

 

Additionally, the City has agreed to prolong the implementation of the reduced Opt-Out amount to be consistent with the effective date for PMG and POA. The language in Article Four, Section II(c) in both the FMG and FFA MOUs is revised as follows:

 

Upon proof of other coverage, unit employees who “Opt-Out” shall be allotted the value of single party flex dollars toward other items in the full flex cafeteria plan or convert it to taxable income.

 

Effective January 1, 2027, the “Opt-Out” shall be reduced to a maximum of six hundred dollars ($600) as follows:

 

Upon proof of other coverage that meets ACA requirements, unit employees may elect to opt out of the City’s medical insurance program and choose from one of the following options:

 

                     Cash Out Option (Taxable) - Taxable Income: Paid in first two (2) pay checks per month; or

                     457 Plan Contribution - Pre-Tax Retirement Savings: Contribution made in in first two (2) pay checks per month ($300 each); Such contribution shall reduce the employee’s annual IRS 457 Limit.

 

 

FISCAL ANALYSIS

 

The additional cost of the PMG MOU for the first year, fiscal year 25-26, is approximately $138,030. The additional cost of the POA MOU in the first year, fiscal year 25-26, is approximately $602,180.

 

There is no additional fiscal impact with the revised FMG and FFA MOUs in fiscal year 26-27.

 

The Proposed Budget for Fiscal Year 2026-2027 includes sufficient appropriations to cover these agreements.

That the City Council:

 

1.                     Adopt a resolution approving the three (3) year Memorandum of Understanding with the Culver City Police Management Group effective retroactively for the period July 1, 2025 to June 30, 2028.

 

2.                     Adopt a resolution approving the three (3) year Memorandum of Understanding with the Culver City Police Officer’s Association effective retroactively for the period July 1, 2025 to June 30, 2028.

 

3.                     Adopt a resolution approving an amended Memorandum of Understanding with the Culver City Fire Management Group effective retroactively for the period July 1, 2025 to June 30, 2028.
