RECOMMENDATION

Staff recommends the City Council (1) approve revised final plans and specifications for Phase 1 of the Better Overland Project, CIP No. PS029,; (2) award a construction contract to Toro Enterprises, Inc. as the lowest responsive and responsible bidder in the amount of $1,253,149 for Phase 1 of the Better Overland Project,; and (3) authorize the Public Works Director/City Engineer to approve change orders to the contract in an amount not-to-exceed $288,163.03 (23%) to cover contingency costs.

BACKGROUND

The Better Overland Project is an active transportation improvement project along Overland Avenue, beginning at Venice Boulevard and extending southward to the Fox Hills neighborhood, including the Culver City Transit Center at the Westfield Culver City.

Planned improvements include:

•                     More than 2.5 miles of protected bike lanes

•                     A new signalized crosswalk at the Julian Dixon Library

•                     New sidewalks, sidewalk repairs, and ADA improvements

•                     Sidewalk-facing streetlighting

•                     New traffic signals at Overland Avenue & Kelmore Avenue/Ranch Road and Overland Avenue & Sawtelle Boulevard

The City Council approved the conceptual plans for the Better Overland Project at their May 28, 2024, meeting. The plans were developed after extensive community outreach and engagement conducted earlier in 2024.

Staff is currently working to implement Phase 1 of the Project. The limits of Phase 1 are improvements along Overland Avenue between Venice Boulevard (City limit) and Culver Boulevard. Phase 1 also includes a new signalized pedestrian crosswalk at the Julian Dixon Library.

DISCUSSION

Revised Plans & Specifications

The City Council approved the final plans and specifications for Phase 1 at their January 26, 2026, meeting. At that meeting, the Council also directed staff to revise the design to use concrete median barriers to protect the new bike lanes included in the Project in lieu of flexible posts, where feasible. The plans have been updated accordingly.

Staff has also made the following revisions in response to recent community feedback received in 2026:

•                     Retain a southbound right-turn lane at Overland Avenue and Washington Boulevard

•                     Retain a southbound right-turn lane at Overland Avenue and Culver Boulevard

•                     Addition of a new accessible parking space

To maintain an all-ages-and-abilities bicycle facility, a protected bike lane will be installed to the left of the right-turn lane, reducing conflicts with turning vehicles. A short mixing zone is required in advance of the turn lane to allow vehicles to enter the lane. This zone will be clearly delineated with green pavement markings, and the bike lane alignment has been refined to ensure that cyclists are in a high-visibility, priority position. Staff believes the revised design maintains a high level of comfort consistent with the Project’s intent.

To accommodate these changes, previously proposed painted curb extensions at these intersections have been removed. To improve pedestrian visibility and increase yielding compliance, staff will implement Leading Pedestrian Intervals (LPIs) at both intersections. LPIs provide pedestrians with a WALK indication before adjacent vehicles receive a green signal, allowing pedestrians to enter the crosswalk and establish visibility and priority over turning traffic.

Finally, there are currently no accessible parking spaces on this portion of Overland Avenue. Phase 1 of the Project will construct 1 new accessible parking space on the corridor to promote accessibility for people with disabilities. This new space will be denoted by appropriate signage and markings and be located near a ramp to minimize distance from a parked vehicle to the sidewalk.

Award of Construction Contract

The City Council authorized staff to post a Notice Inviting Bids (NIB) for construction of Phase 1 at their January 26, 2026, meeting. The NIB was posted on PlanetBids on February 12, 2026. On April 2, 2026, the City’s Purchasing Division opened the bids. One bid was received from Toro Enterprises, Inc. in the amount of $1,253,149.

Staff reviewed the bid and determined it to be responsive and complete. Toro Enterprises, Inc. has successfully completed several projects for the City, including the Robertson Boulevard Complete Street Project and the MOVE Culver City Downtown Corridor Eastern Segment Project.

Construction is scheduled to begin in Summer 2026. Due to long lead times for signal equipment, the signalized crosswalk at the Julian Dixon Library is anticipated to be completed in late 2026/early 2027. All other improvements are expected to be substantially complete by Fall 2027.

ENVIRONMEMTAL REVIEW

On May 28, 2024 the City Council adopted a resolution finding that the project is categorically and statutorily exempt from the California Environmental Quality Act (, or CEQA).
