RECOMMENDATION
Staff recommends the City Council approve a second amendment to the SmartRise Elevator, Inc. general services agreement in an additional amount not-to-exceed $____ to modernize six elevators located at City Hall and the Ince/Cardiff parking structures, for a total agreement amount not-to-exceed $_______.
BACKGROUND
On April 29, 2024 the City Council approved a 5-year agreement with Elevators, Etc. to maintain thirteen elevators in a manner required by the Department of Industrial Relations to maintain an active permit to operate them; and to repair them on an as-needed basis.
Modernization:
Elevator modernization includes replacing hydraulic and other motor parts, doors, exterior call buttons, exterior directional arrows, operating panels and software systems. As a new feature contained in modern elevators, a battery backup system will be installed that, when the power fails, provides enough electricity to return the cabin to the ground floor and open the doors to allow passengers to exit.
Since they reached the end of their useful life, on September 9, 2024, the Elevators, Etc. agreement was amended to modernize five elevators located at the Ince, Cardiff, and Watseka parking structures. On September 16, 2025, the City Council approved a second amendment to the agreement to modernize two City Hall passenger elevators.
Due to a lack of performance and eventual desertion, on May 11, 2026, the City Council ratified staff’s termination of the agreement with Elevators Etc. and simultaneously approved a $314,375 agreement with SmartRise to step in and take over maintaining and repairing the City’s elevators.
To date, only the Watseka Parking Structure elevator has been modernized by Elevators, Etc. and although they began to modernize one of the three Ince Parking Structure elevators, they abandoned the project prior to finishing.
DISCUSSION
Staff requested SmartRise step in and take an inventory of existing parts and equipment delivered by Elevators, Etc. to modernize all three elevators at the Ince Parking Structure and to prepare a proposal to modernize the elevator at the Cardiff Parking Structure and all three elevators at City Hall. The SmartRise proposal includes a Performance Bond and staff confirmed it reflects the hourly rates agreed upon and the parts/equipment markup percentages contained in their agreement. In the unlikely event that SmartRise fails to implement the modernization, the bond holder will step in and complete them at no additional cost to the City.
If approved, the modernization work be completed within 6-9 months.
FISCAL ANALYSIS
Sufficient funds to modernize the six elevators have been included in the budget for Fiscal Year 2025/2026 and were carried over into Fiscal Year 2026/2027 as follows:
