RECOMMENDATION
Staff recommends that the Public Art Subcommittee of the Cultural Affairs Commission (CAC) consider the information provided for a permanent art installation toward fulfillment of Culver City’s Art in Public Places Program (APPP) requirement for the Culver Commons Project at Washington Boulevard and Centinela Avenue.
BACKGROUND
Culver Commons, developed by Regency Centers, is an open-air retail and dining destination at the intersection of Washington Boulevard and Centinela Avenue in Culver City. Regency Centers partnered with LeBasse Projects to develop a mural program featuring three site-specific artworks that celebrate the city’s unique history, culture, and character
Pursuant to CCMC Section 15.06.120, new commercial development projects with a building valuation of $500,000 or more and remodeling projects with a building valuation of $250,000 or more are subject to the City’s Art in Public Places Program (APPP) requirement. The applicant is choosing to commission site-specific permanent art in fulfillment of the APPP requirement and will be investing the minimum $75,000 required per CCMC Section 15.06.125 F.
DISCUSSION
Regency Centers has hired Beau Basse of LeBasse Projects (LBP) to serve as art consultant for the project. LeBasse Projects presented Regency Centers with a shortlist of 10 local artists, from which five were selected to develop concepts for the three mural walls. Each artist submitted three concepts, exploring themes such as Culver City’s history in film and aviation, as well as the surrounding natural environment. Following a review of the proposals, Erica Friend, Mobile Mural Lab, and Brooklynd Flowers were selected for their respective concepts, each offering a distinct artistic interpretation tailored to its designated wall. The resulting mural program will introduce engaging visual landmarks throughout the development, strengthening Culver Commons’ identity and celebrating the creative spirit of the surrounding community.
The attached art plan includes more information on the selection process of the artists/artist team, background on Erica Friend, Mobile Mural Lab, and Brooklynd Flowers, site maps, and mural locations.
FISCAL ANALYSIS
The cost for design, fabrication and installation for this project is borne entirely by the Applicant. The responsibility and cost for future maintenance and restoration of the artwork is the responsibility of the property owner pursuant to Section 15.06.150 of the CCMC. There are, however, City staff costs associated with project coordination, preparation of a covenant, other documentation and outreach materials.
