BACKGROUND/DISCUSSION

Better Overland Project

The Better Overland Project (Project) is an active transportation corridor improvement project beginning on Overland Avenue at Venice Boulevard and extending southward to the Fox Hills neighborhood, including the Culver City Transit Center. The City Council approved the conceptual plans for the Better Overland Project at their May 28, 2024, meeting. Proposed improvements include:

•                     New concrete-protected bike lanes on Overland Avenue, Playa Street (between Overland Avenue and Hannum Avenue), Hannum Avenue (between Playa Street and Slauson Avenue), and Slauson Avenue (between Hannum Avenue and the Culver City Transit Center Access Point at the Westfield Culver City) totaling approximately 2.5 miles.

•                     New traffic signals at Overland Avenue & Kelmore Avenue/Ranch Road, Overland Avenue & Sawtelle Boulevard, and at the Julian Dixon Library.

•                     A new sidewalk on the south side of Slauson Avenue between Hannum Avenue and the 90 on/off ramp, closing a gap in the City’s sidewalk network.

•                     Sidewalk widening adjacent to Veterans Memorial Park and near El Rincon Elementary totaling over 1,900 linear feet.

•                     Repair of damaged sidewalks at various locations.

•                     Transit stop upgrades, including new bus shelters, benches, and real-time rider information displays.

•                     Sidewalk-facing streetlighting along the length of the Project corridor.

•                     Installation of ADA-compliant pedestrian pushbuttons at all signalized intersections along the Project corridor.

•                     Installation of 100 new or reconstructed ADA ramps to meet current City standard.

•                     Shortened crosswalks at 10 signalized intersections to reduce the amount of time needed to cross the street.

Together, these investments will transform Overland Avenue into an Active Transportation Corridor consistent with the City’s General Plan, creating a connected corridor that encourages walking and biking as practical and enjoyable ways to travel within the City.

Safer Fox Hills Project

The Safer Fox Hills Project is a neighborhood-focused initiative that will deliver a comprehensive suite of pedestrian, bicycle, and traffic calming improvements to the Fox Hills neighborhood. The City Council approved the conceptual plans for the Safer Fox Hills Project at their May 28, 2024, meeting. Proposed improvements include:

•                     New conventional and concrete-protected bike lanes on Green Valley Circle, Buckingham Parkway, Bristol Parkway, and Hannum Avenue totaling approximately 2.5 miles.

•                     Five new high-visibility crosswalks (with flashing beacons) to cross Green Valley Circle, Bristol Parkway, and Buckingham Parkway.

•                     A new traffic signal at Green Valley Circle & Fox Hills Drive.

•                     Transit stop upgrades, including new bus shelters, benches, and real-time rider information displays.

•                     Repair of damaged sidewalks and other ADA improvements.

Together, these improvements are intended to create a safer, more comfortable, and more connected Fox Hills neighborhood. These improvements are also consistent with the requirements of Chapter 3.3 (Complete Streets Improvements) of the Fox Hills Specific Plan, which was adopted by the City Council at its June 8, 2026, meeting.

In April 2025, staff submitted a Fiscal Year 2026 Community Project Funding request to Congresswoman Sydney Kamlager-Dove for the Better Overland Project and Safer Fox Hills Project. In April 2026, the U.S. Department of Housing and Urban Development advised that the Projects were awarded funding totaling $1 million. These funds may be distributed between either Project as determined by staff to deliver the proposed improvements.

FISCAL ANALYSIS
