RECOMMENDATION
Staff recommends the City Council adopt a Resolution authorizing the City Manager or designee to execute any actions necessary for the purpose of obtaining financial assistance provided by the State of California Department of Transportation and to submit claims to the Los Angeles County Metropolitan Transportation Authority (Metro) for State of Good Repair and Transportation Development Act (TDA) funds for FY 2026/2027 (Attachment 1).
BACKGROUND/DISCUSSION
As part of the annual process accepting statewide available funding committed to transportation programs, the City Council must adopt specific resolutions authorizing the Transportation Department to apply for SB1 State of Good Repair, SB1 - State Transit Assistance, State Transit Assistance and TDA funds.
Senate Bill (SB) 1 - State of Good Repair (SGR) program funds provide additional revenues for transit are made available for eligible transit maintenance, rehabilitation and capital projects. SB1, the Road Repair and Accountability Act of 2017, allocates significant funds to improve transportation infrastructure and transit services across California. SB1 augmented State Transit Assistance funds (STA) funds, which are generated by a sales tax on fuel, and are used for public transit services to support projects that improve public transit services, including new buses.
The Transportation Development Act is comprised of the Local Transportation Fund (LTF) funds derived from a quarter-cent general sales tax collected statewide and STA funds, which are derived from the statewide sales tax on diesel. These funds are eligible for use of both operating and capital expenditures.
Both Caltrans and LA Metro require adoption of authorizing resolutions by the governing body as preconditions to accept and claim monies. The Transportation Department uses the funds for partial subsidy of operating costs and capital project cost recovery.
FISCAL ANALYSIS
Funding for FY 2026/2027 allocations is included in the Adopted Budget of FY 2025/2026 as part of the Transportation Department’s budget and requires no additional appropriations or authorities. The table below outlines Culver City’s estimated allocations by program as provided by LA Metro’s Annual Funding Marks.
