RECOMMENDATION

Staff recommends the City Council: (1) award approve a construction contract with Southland Roofing, Inc., as the lowest responsive and responsible bidder, in the amount of $800,000.00 for the Transportation Facility Roof Rejuvenation Project, CIP No. (Project); and (2) authorize the Chief Transportation Officer to approve up to $180,000 in contingencies to cover any change orders.

BACKGROUND

Since its construction in 1997, the Transportation Facility’s roofing system has served as the primary shield for the site’s critical infrastructure. However, after nearly three decades of exposure to the elements, the original installation has reached the end of its projected lifecycle and is now exhibiting systemic signs of failure. These vulnerabilities not only threaten the structural integrity of the building but also present an operational risk to the essential services housed within. By initiating this rejuvenation project, the facility has a strategic opportunity to modernize the structure while addressing contemporary environmental mandates. Beyond simple leak prevention, the new design will integrate essential stormwater pollutant mitigation requirements, ensuring that runoff is managed responsibly to protect local waterways.

DISCUSSION

On September 14, 2026, Invitation for Bids No. 2708 was released to competing firms via PlanetBids. A job walk was held on September 29, 2026 and the following six (6) responses were received on October 15, 2026:

1.                     Final Touch Construction

2.                     Southland Roofing, Inc.

3.                     Best Contracting Services

4.                     Chambers, Inc.

5.                     Danny Letner, Inc.

6.                     AME Builders, Inc.

In accordance with Federal Transit Administration (FTA) procurement standards and FTA Circular 4220.1F guidelines, all submitted bids underwent a comprehensive evaluation to verify full compliance with federal requirements. Following this review, four (4) biddersofferors were determined to be responsive and responsible. Southland Roofing, Inc. was subsequently identified as the lowest responsive and responsible bidder. A formal price analysis verified that the total base contract cost of $800,000 is fair and reasonable. Additionally, a project contingency of $180,000 has been recommended to account for any unforeseen site conditions or changes during execution, ensuring compliance with federal project management and cost control standards.

FISCAL ANALYSIS

The Adopted Budget for Fiscal Year 2026-27 includes sufficient funds for the contract in the Capital Improvements Section in CIP PB008 (Transportation Facility Improvements) from the Transportation Fund (20380000.732100.PB008) using federal grant CA-2021-158-03. No General Fund monies will be used.
