RECOMMENDATION
Staff recommends the City Council approve a Funding Agreement for the Los Angeles County California Multi-jurisdictional Methamphetamine Enforcement Team (Cal-MMET) for Public Safety Realignment Funds between the County of Los Angeles and the City of Culver City in the amount of $153,510 through June 30, 2016.
BACKGROUND
Cal-MMET was created by the Office of the Governor in 2001 to initiate a regional methamphetamine narcotics investigation and prevention effort focused on combating the growing problem of methamphetamine abuse in the State of California. The program started in Northern California and, in 2007, was expanded to include Southern California agencies. Cal-MMET is a grant program managed by the Governor's Office of Criminal Justice Planning (OCJP). Regionally, the Cal-MMET grant program is funded through the Los Angeles County Sheriff's Department.
On February 26, 2007, the City Council authorized the Police Department's participation and approved the Cal-MMET Operational Agreement.
DISCUSSION
The Los Angeles County Sheriff's Department receives grant funding from various sources to fully fund the multi-agency task force. One of the sources of grant funding is the State's Public Safety Realignment Fund. The Public Safety Realignment Fund fills in the funding gap when other grant funds are exhausted. The proposed Funding Agreement in the amount of $153,510 is for the period of October 1, 2013 through June 30, 2016 which is the amount allocated to Culver City during this time period. The retroactive date is due to when the Public Realignment Funds became available and through the years has reimbursed the City to fill previous gaps in funding. It is anticipated the City will be reimbursed $111,730 from the Public Safety Realignment Fund for expenses incurred between February 2015 and June 2016.
FISCAL ANALYSIS
The police officer assigned to the task force is an existing budgeted position. The City will be reimbursed approximately $111,730 for the time period of February 2015 through June 2016 for the officer's participation on the task force. The Los Angeles County Sheriff's Department will reimburse the Police Department thirty percent (30%) of the monthly salary and employee benefits, and one hundred percent (100%) of hourly overtime for the one Police Officer assigned to the task force.

MOTION
That the City Council:
1. Approve the Cal-MMET Funding Agreement; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
