RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the revised Classification Specification and Promotional only Recruitment Bulletin for Fire Engineer.

 

 

BACKGROUND/DISCUSSION

 

In anticipation of conducting a promotional recruitment for Fire Engineer, Human Resources staff met with Fire Department management to review the class specification and recruitment bulletin. Historically, the only access for fueling Fire Engines that were stationed at Fire Station Two and Fire Station Three was through a utility truck that was driven by a Fire Engineer.

 

The utility truck used to transport the fuel required a Department of Motor Vehicle license with a Hazardous Materials endorsement. The department has recently moved away from the use of the utility truck. Fire Engines now drive directly to Fire Station One for fueling. Since the use of the truck is no longer necessary, the possession of a DMV license with a Hazardous Materials endorsement is no longer required for the Fire Engineer classification. 

 

Classification Specification

 

                     License and Certificates has been revised to reflect that possession of a Hazardous Materials endorsement is no longer required and is consistent with similar classifications within the Fire Department. 

 

Recruitment Bulletin

 

The changes being made to the recruitment bulletin are consistent with the proposed changes on the classification specification. 

 

 

 

 

FISCAL ANALYSIS

 

There will be no fiscal impact associated with the proposed changes to the classification.

 

AUTHORITY

 

According to Civil Service Rules 3.3(a) and 6.4, the Commission:

                     Must approve major changes to classification specifications; and

                     Must approve job bulletins prior to recruitment, including the examination components and the examination categories.

 

 

3.3(a)                     Processing:

The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City.  The request shall be prepared and submitted to the Personnel & Employee Relations Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case.  The Personnel & Employee Relations Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Personnel & Employee Relations Director deems appropriate.

 

The Personnel & Employee Relations Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization.  If any party disagrees with the Personnel & Employee Relations Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation. 

 

6.4   Commission Approval:  When required, Commission approval of the request for an examination shall stipulate the components of the examination, the categories of persons eligible to take the examination, and the Job Bulletin.

 

Where an examination is necessary the Personnel & Employee Relations Director shall prepare a Job Bulletin pursuant to the Job Bulletin provisions.  It shall not be necessary to obtain approval of a job bulletin if the Commission has previously approved the specification and bulletin for the classification and there has been no change in the minimum requirements, the weight of the examination components, or the open or promotional nature of the recruitment.
