RECOMMENDATION

 

Staff recommends the City Council approve a purchase order to American Seating Company for the purchase of new transit bus passenger barriers in an amount not-to-exceed $76,700.

 

BACKGROUND

 

The Transportation Department is requesting to purchase passenger seating barriers for twenty-seven (27) of the City’s 54 transit buses.  This group of buses includes four different model years: twelve (12) model year 2001, two (2) model year 2003, 30-foot buses; eight (8) model year 2004 buses; and five (5) model year 2009 buses.  The additional 27 transit buses were built after 2011 and are already equipped with seating barriers.

This approval would enable the Department to remove forward-facing folding (flip-up/down) seats on these vehicles and replace them with single aisle-facing seats and permanent barriers.  The installation of all passenger barriers will be performed by City staff and conform to Original Equipment Manufacturer (OEM) standards and all applicable Federal, State and local rules and safety regulations.

 

 

DISCUSSION

 

In order to improve passenger safety, it is being recommended that the first row of forward-facing, folding bus seats on select model year New Flyer transit busses be replaced with permanent passenger barriers on all affected transit buses in our fleet.  This change will also bring these models up to date with the 2011 buses that are already equipped with seating barriers.  Transit properties across the United States are also performing this same retrofit. 

 

Pursuant to Culver City Municipal Code Sections 3.07.045.A, B and C, the formal bidding requirements do not apply in this situation because there is only one source for the required parts and equipment.  American Seating is the sole patent holder on these particular transit bus seats.

 

 

FISCAL ANALYSIS

 

The Transportation Department has budgeted sufficient funds for the proposed purchase (Transportation Account number 20370308.732120) from Prop C Discretionary (MOSIP) funds identified for capital purchases. No General Funds will be utilized for this purchase.

1.                     Approve a Purchase Order to American Seating Company for Amount Not-to-Exceed $76,700;

 

2.                     Authorize the Chief Financial Officer to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
