RECOMMENDATION

 

Staff recommends the City Council authorize the publication of a Notice Inviting Bids for the replacement and installation of new compressed natural gas (CNG) equipment to enhance existing fueling facilities.

 

 

BACKGROUND:

 

The City operates one of the largest CNG fleets in the country and has been recognized consistently among the top ranking fleets in the United States.  The City’s CNG compressors were originally placed in service in 1998 and have been through several major overhauls and repairs.  Because of their age and changes in technology, the parts needed for continued service and operation are now out of production.

 

 

DISCUSSION:

 

In the City Council Adopted Budget for Fiscal Year 2013/2014, the City Council approved the Transportation Department Work Plan item to “replace two (2) CNG refueling station compressors which have reached the end of their useful life.”  After taking the necessary time to evaluate technology requirements for maximum and long-term application of new and expanded natural gas operations/fuel usage requirements, staff recommends the release of a RFP for the replacement and installation of CNG equipment to enhance existing fueling facilities.  This will allow for the necessary equipment fabrication, construction, and delivery to the City of an upgraded and fully operational compressed natural gas fueling station that will meet the needs of our operation today and well into the future.  This Work Plan item was updated in the City Council Adopted Budget for Fiscal Year 2015/2016 with a revised anticipated project completion date of November 2015.

 

 

FISCAL ANALYSIS:

 

There is no fiscal impact associated with the authorization to solicit bids.  However, the ultimate award of a contract will create a fiscal impact.  Funding for this project has been approved in the 2014-15 Fiscal Year Budget from Transportation Funds - 20370300.732120.

 

 

RECOMMENDED MOTION:

 

That the City Council:

 

Authorize the publication of a Notice Inviting Bids for the replacement and installation of compressed natural gas equipment.
