RECOMMENDATION:
Staff recommends the City Council award a construction contract to KDC Inc. dba Dynalectric (Dynalectric) as the lowest responsive and responsible bidder, in the amount of $779,789 ($704,789 base bid and $75,000 in change order authority) for the construction of the Streetlight Improvement Project, PZ-684 along Washington Place between Zanja Street and Centinela Avenue, and Washington Boulevard between Centinela Avenue and Inglewood Boulevard and between Berryman Avenue and Sepulveda Boulevard.
BACKGROUND:
On April 27, 2015 the City Council authorized the advertising of construction bids for the Washington Place and Washington Boulevard Streetlight Improvement Project, PZ-684. This project will replace and upgrade the existing streetlight system, which is a high voltage series system that has become obsolete and requires replacement. The limits of the streetlight improvements are as follows:
• Washington Place between Zanja Street and Centinela Avenue;
• Washington Boulevard between Centinela Avenue and Inglewood Boulevard; and
• Washington Boulevard between Berryman Avenue and Sepulveda Boulevard;
The scope of work consists of replacing conduits, wiring, and the removing and replacing existing non-standard streetlight poles with new 28-foot-high concrete streetlight poles to include new energy efficient lamps, and replacing existing 400 W Low Pressure Sodium fixtures with new energy efficient fixtures on existing ‘Cobra-head’ streetlights. A total of 32 new poles and 113 new fixtures are scheduled to be installed.
DISCUSSION:
On May 28, 2015, the City Clerk’s Office publicly opened the bids. Four (4) contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the lowest bidder, Dynalectric and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements.
Dynalectric has completed traffic signal improvement projects with Culver City, most recently the Mutual Video Surveillance and Copper to Fiber Transmission Components of Work for the Fox Hills Area Traffic Synchronization Project, P-852, completed in March, 2009, and the Video Traffic Surveillance System Integration Gap Closure Project, P-804 in 2006. Dynalectric has also completed similar projects with other municipal agencies in the local region, including the cities of Brea, Burbank, and Los Angeles.
Due to the reasonable base bid and additive bid amounts received, staff recommends that the total bid amount of $704,789 be awarded to Dynalectric. In addition, staff recommends that the City Council authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $75,000 (10%) if necessary for unforeseen conditions.
Project management will be performed by the City‘s Engineering Division. Construction inspection services will be procured through a competitive Request for Proposal process and selected from a list of firms pre-approved by the City Council for construction management/inspection services on capital improvement projects.
Should the City Council award the contract this evening, construction is scheduled to begin in late August, 2015 and is expected to be completed by the end of 2015.

MOTIONS:
That the City Council:
1) Award a construction contract to KDC Inc. dba Dynalectric (Dynalectric) as the lowest responsive and responsible bidder, in the amount of $704,789 for the Streetlight Improvement Project, PZ-684 along Washington Place between Zanja Street and Centinela Avenue, and Washington Boulevard between Centinela Avenue and Inglewood Boulevard and between Berryman Avenue and Sepulveda Boulevard; and,
2) Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $75,000, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
