RECOMMENDATION:

Staff recommends the City Council:  (1) approve the final plans and specifications and (2) authorize the publication of a Notice Inviting Bids for the Washington Boulevard Striping and Bike Lane Project, CIP No. PZ-965.

BACKGROUND:

The existing lane line striping and pavement markings on Washington Boulevard west of Sepulveda Boulevard to the westerly City boundary of Walnut Avenue/Del Rey Avenue are faded and need to be repainted. The proposed repainting plan adheres to the City’s Bicycle and Pedestrian Master Plan (BPMP) by creating 5’ wide eastbound and westbound bicycle lanes along approximately 86% of the segment and where narrow, installation of share the road “sharrows” along the remaining 14% (Project).,  

The BPMP was adopted by Resolution of the City Council on November 8, 2010 (see Attachment 1). The BPMP provides a guide for the development of bicycle and pedestrian facilities in Culver City with the goal of encouraging walking and biking, thereby promoting health, reducing traffic congestion, creating a thriving, walkable business environment, and improving quality of life in Culver City. The BPMP was developed with input from the community that included five public workshops and extensive participation from a City Council appointed Public Advisory Committee.

DISCUSSION:

The proposed Project includes removal of the existing lane lines and markings, spotting new lane lines to accommodate creation of the bike lanes and sharrows and restriping the roadway.  The Project will utilize a lane line enhancement technique of highlighting the white lane line markings with a black paint frame. This technique was successful when previously used along Sepulveda Boulevard from Jefferson Boulevard to Green Valley Circle as it enhances lane line visibility on concrete surfaces.

Proposed Bike Lanes/Sharrows

The BPMP categorizes Washington Boulevard as a primary bikeway corridor in need of bike facility improvements and, if authorized by the City Council, the Project will add approximately 2.45 miles of bike lanes and sharrows as follows:

Area Improvement Plans:

The Project striping plan anticipates the existing and future installation of several landscaped medians along West Washington Boulevard as part of the City’s Area Improvement Plans (AlP).

Staff from the Public Works and Community Development Departments met with the Culver City Chamber of Commerce to review the Project and AIP plans and demonstrated that the striping plan will accommodate both bike lane and median installation without resulting in a reduction in curbside parking spaces.

FISCAL ANALYSIS:

The City Council on-call engineering consultant, Willdan Engineering, prepared the Project plans and specifications at a cost of $33,365.

Sufficient Gas Tax Funds are available to construct the Project. The Engineer’s estimate to construct the project is $347,000.
