RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the new Classification Specification and Recruitment Bulletin for Senior Forensic Specialist.

 

 

BACKGROUND/DISCUSSION

 

During the Fiscal Year 2015/2016 budget process, the City Council approved a new position for the Police Department. This non-sworn position will be responsible for providing guidance and instruction to Forensic Specialists. Responsibilities will also include coordinating and participating in the work activities associated with various tasks and procedures relating to crime scene investigation and the analysis and storing of physical evidence for investigative and law enforcement purposes.

The Police Department’s Forensic unit is currently supervised by a Lieutenant. All sworn supervisory positions are assigned on a two to three year rotation basis. As such, specific technical knowledge required for each unit remains the responsibility of non-sworn personnel, in this case, the Forensic Specialists. It has become apparent to the department that the appointment of a Senior Forensic Specialist would provide higher level continuity and technical supervision of the job. In addition, this new classification also creates a career ladder for non-sworn personnel in the Forensic unit.

The proposed classification specification for Senior Forensic Specialist is attached (Attachment A).

 

Classification Specification

 

                     Training and Experience - requires incumbents to possess a Bachelor’s degree from an accredited college or university in forensic science, criminal justice, biology, chemistry, or a related field and three (3) years experience in crime scene investigation, including one (1) year recent experience in the comparison and identification of latent print material and related matters. The requirements are consistent with other similar classifications within the City.

                     License and Certificates - requires incumbents to possess a valid California Class C driver license. Latent Print Examiner Certification and Crime Scene Analyst Certification from the International Association of Identification is desired, but not required. 

 

Recruitment Bulletin

 

The attached proposed recruitment bulletin for Senior Forensic Specialist is consistent with the associated classification specification.

 

A copy of the proposed classification specification and recruitment bulletin has been provided to the Culver City Employees’ Association (CCEA) for their review.

Labor Market

The proposed classification specification’s training and experience, license and certificates, and examination components are consistent with the labor market classifications that function as a Senior Forensic Specialist. 

 

 

FISCAL ANALYSIS

 

During the fiscal year 2014/2015 budget process, City Council approved the allocation of this position and the associated funding. The approved salary aligns with other classifications within the Forensic unit.

The approved salary range for this classification is:

 

Range                                          $5,589.19 - $6,817.24 monthly             $67,022.28 to $81,806.92 annually

 

AUTHORITY

 

According to Civil Service Rules 3.3(a) and 6.4, the Commission:

                     Must approve major changes to classification specifications; and

                     Must approve job bulletins prior to recruitment, including the examination components and the examination categories.

 

 

3.3(a)                     Processing:

The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City.  The request shall be prepared and submitted to the Personnel & Employee Relations Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case.  The Personnel & Employee Relations Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Personnel & Employee Relations Director deems appropriate.

 

The Personnel & Employee Relations Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization.  If any party disagrees with the Personnel & Employee Relations Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation. 

 

6.4   Commission Approval:  When required, Commission approval of the request for an examination shall stipulate the components of the examination, the categories of persons eligible to take the examination, and the Job Bulletin.

 

Where an examination is necessary the Personnel & Employee Relations Director shall prepare a Job Bulletin pursuant to the Job Bulletin provisions.  It shall not be necessary to obtain approval of a job bulletin if the Commission has previously approved the specification and bulletin for the classification and there has been no change in the minimum requirements, the weight of the examination components, or the open or promotional nature of the recruitment.
