RECOMMENDATION
Staff recommends the City Council approve a purchase order with ProForce Law Enforcement for the purchase of 40 TASER X26Ps with a four-year extended warranty and 120 TASER cartridges in an amount not-to-exceed $59,176.12.
BACKGROUND
During the years 2007 and 2008, the Police Department (CCPD) purchased 65 TASER X26 models from ProForce Law Enforcement to be used by CCPD personnel in the performance of their duties. The CCPD’s current TASER X26s are out of warranty and are becoming unreliable. The 40 new TASER X26Ps are meant to augment and improve the reliability of the CCPD’s current stock. The cartridges are needed to facilitate training and to replace spent cartridges after use of the TASER.
Culver City Municipal Code Section 3.07.045 states that the competitive bidding requirements shall not apply “when the requesting department determines, in writing, after conducting a good faith review of the available sources, that there is only one source for the required equipment, good, supply or service.” CCPD staff believes that ProForce Law Enforcement is the only company that can provide the TASER X26P at this time. Therefore, this purchase qualifies as sole sourcing.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2015/2016 includes $56,000 for TASER replacement (10140200.550110). The remaining $3,176.12 is budgeted in the Department’s Small Tools and Equipment line item (10140200.514600).

RECOMMENDED MOTIONS
That the City Council:
1) Approve a purchase order for the purchase of 40 TASER X26Ps with four year extended warranties and 120 TASER cartridges from ProForce Law Enforcement in an amount not-to-exceed $59,176.12; and,
2) Authorize the Purchasing Officer to issue such Purchase Order.
