RECOMMENDATION

 

Staff recommends the City Council approve a professional services agreement with Walker Parking Consultants to perform an audit of the three City-owned downtown parking structures (Ince, Watseka, and Cardiff) in an amount not-to-exceed $42,000 ($38,930 base bid plus $3,070 in contingency authority).

 

 

BACKGROUND

 

The three public parking structures in the downtown (Ince, Watseka and Cardiff) are operated by a third-party management company (Modern Parking).  During the discussion of the City Manager’s Proposed Budget for Fiscal Year 2015/2016, there was consensus from the City Council to direct the City Manager to have an audit of the parking structures performed.  

 

 

DISCUSSION

 

Culver City Municipal Code Section 3.07.085 provides that the City may award purchase orders and contracts in any amount for professional or personal services without complying with the formal bidding procedures provided the purchase order or contract shall be based upon competitive quotations, whenever practical, as determined by the City Manager.  Staff solicited competitive proposals from Walker Parking Consultants and Total Parking Network.  Staff has determined the proposal by Walker Parking Consultants is the most complete and responsive, as well as the lowest cost.  Walker Parking Consultants is a well-known firm in the municipal parking industry and also has the benefit of an existing knowledge of the City’s parking structures based on prior consulting work performed related to the Downtown Parking Study. 

 

 

FISCAL ANALYSIS

 

The cost of services is $38,930, and staff is recommending an additional $3,070 for contingencies, for a total not-to-exceed amount of $42,000.

RECOMMENDED MOTIONS

 

That the City Council:

 

1.                     Approve a professional services agreement with Walker Parking Consultants to perform an audit of the three City-owned downtown parking structures in an amount not-to-exceed $42,000 ($38,930 base bid plus $3,070 in contingency authority); and,

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
