RECOMMENDATION
Staff recommends that the City Council approve: (1) a Professional Services Agreement (VCA Agreement) with VCA Code Group (VCA) for on-call building inspection services in an amount not-to-exceed $100,000; (2) a Professional Services Agreement (Hayer BI Agreement) with Hayer Consultants (Hayer), Inc. for on-call building inspections services in an amount not-to-exceed $100,000; and (3) a Professional Services Agreement (Hayer PC Agreement) with Hayer Consultants, Inc. for as-needed building safety mechanical, electrical, and plumbing plan check services in an amount not-to-exceed $55,000 with all proposed agreements expiring on June 30, 2015.
BACKGROUND
In December 2012, an agreement with VCA for as-needed building inspection services for the not-to-exceed amount of $30,000 was approved administratively. On March 11, 2013, due to an unexpected volume of work, staff requested and the City Council approved a first amendment to the VCA agreement for a not-to-exceed amount of $35,000 (increasing the total not-to-exceed amount of the agreement to $65,000). In October, 2013 a second amendment of $30,000 was administratively approved (increasing the total not-to-exceed amount of the agreement to $95,000). On December 16, 2013, the City Council approved a third amendment to the VCA agreement for a not-to-exceed amount of $85,000 (increasing the total not-to-exceed amount of the agreement to $180,000).
In October 2008, the City Council approved an agreement with Hayer for building safety division construction, electrical, plumbing, and mechanical plan check services in an amount not-to-exceed $150,000. In June 2014, a separate agreement with Hayer for as-needed building inspections services was administrative approved in an amount not-to-exceed $30,000.
DISCUSSION
Over the last several months, the Building Safety Division has continued to receive an increase in applications for project plan reviews and inspections. Due to the volume of work, additional inspection services are required to accommodate increased development activity. Staff is requesting the City Council approve the VCA Agreement for on-call building inspection services in an amount not-to-exceed $100,000. Also, staff is requesting the City Council approve: (1) the Hayer BI Agreement for on-call building inspections services in an amount not-to-exceed $100,000; and (2) the Hayer PC Agreement for as-needed building safety mechanical, electrical, and plumbing plan check services in an amount not-to-exceed $55,000. All proposed agreements would have a term form July 1, 2015 to June 30, 2016.
Pursuant to Culver City Municipal Code § 3.07.085.A, a contract for professional services may be awarded without complying with formal competitive bidding procedures; provided, the contract is based upon competitive quotations, whenever practical, as determined by the City Manager. In this case, the Building Safety Division has been satisfied with the services provided by VCA and Hayer thus far and, therefore, the City Manager has determined receiving competitive quotations is not practical at this time.
FISCAL ANALYSIS:
Funds are available in the City Council Adopted Budget for Fiscal Year 2015/2016 in the Building Safety Division Other Contractual Services account (10150150.619800).

RECOMMENDED MOTIONS
That the City Council:
1. Approve a Professional Services Agreement with VCA Code Group for on-call building inspection services in an amount not-to-exceed $100,000 with a term from July 1, 2015 to June 30, 2016; and,
2. Approve a Professional Services Agreement with Hayer Consultants, Inc. for on-call building inspections services in an amount not-to-exceed $100,000 with a term from July 1, 2015 to June 30, 2016; and,
3. Approve a Professional Services Agreement with Hayer Consultants, Inc. for as-needed building safety mechanical, electrical, and plumbing plan check services in an amount not-to-exceed $55,000 with a term from July 1, 2015 to June 30, 2016.
4. Authorize the City Attorney to review/prepare the necessary documents; and,
5. Authorize the City Manager to execute such documents on behalf of the City.
