RECOMMENDATION
Staff recommends the City Council award a construction contract to Peterson-Chase General Engineering Construction, Inc. (Peterson-Chase), as the lowest responsive and responsible bidder, for the construction of the Duquesne Avenue Bridge Expansion Joint Repair Project, PZ-938 in an amount not-to-exceed $77,440 ($70,440 Base Contract Plus $7,000 in Contingency Authority).
BACKGROUND
The Duquesne Avenue Bridge over Ballona Creek was originally constructed in 1937. The expansion joint steel plates and welds at the bridge deck have shown significant deflection under normal vehicular traffic and generate vibration and noise. Included in the City Council Adopted Budget for Fiscal Year 2015/2016, this project will replace the two aging expansion joints with stiffer steel plates. This is the second time this project has been advertised for construction bids. Each time only one bid was received. This time there were four companies that obtained bid documents but only one submitted a bid. The lack of bidders is most likely due to the specialized nature of this work which can only be performed by a relatively small number of contractors.
DISCUSSION
The Notice of Inviting Bids was published in the local newspaper, industry trade journals and posted on the City’s website. On July 23, 2015, the City Clerk’s Office publicly opened the bid. Only one contractor responded with the following bid amount:

Staff reviewed the bid proposal of the lowest bidder, Peterson-Chase, and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Peterson-Chase is a reputable contractor in the industry and has completed numerous similar bridge repairs for Caltrans.
Staff recommends that the City Council authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $7,000 (10%) if necessary for unforeseen conditions.
Project management will be performed by the City‘s Engineering Division. Construction inspection will be conducted by a contract deputy inspector for welding work.
The proposed bridge repair will require the temporary closure of the Duquesne Avenue bridge on 2~3 weekends, during which time the traffic will be detoured. Changeable message signs will be placed one week in advance of the bridge closure.

1) Award a construction contract to Peterson-Chase General Engineering Construction, Inc. as the lowest responsive and responsible bidder for the Duquesne Avenue Bridge Expansion Joint Repair Project, PZ-938 , in an amount not-to-exceed $77,440 ($70,440 Base Contract plus $7,000 in contingency authority); and,
2) Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $7,000, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
