RECOMMENDATION

 

Staff recommends the City Council appoint members to:  (1) the Landlord-Tenant Mediation Board; and (2) the Los Angeles County West Vector and Vector-Borne Disease Control District.

 

 

BACKGROUND:

 

At the City Council meeting of May 26, 2015, appointments were made to fill vacancies on the City’s commissions, committees and boards (CCBs).  All positions were filled except for two Member-at-Large positions on the Landlord-Tenant Mediation Board (LTMB) and the City Council declared the City’s representative position on the Board of Trustees of the Los Angeles County West Vector and Vector-Borne Disease Control District vacant.  The City Council also directed the City Clerk to reach out to those applicants who were not appointed that evening to seek their interest in appointment to the LTMB and/or the Board of Trustees.  The two vacant Member-at-Large positions on the LTMB have terms ending June 30, 2017 and June 30, 2018.  The Board of Trustees appointment has a term ending December 31, 2016. The City Council also asked for confirmation of the eligibility of LTMB applicant, Mr. Leonardo Wilborn, prior to filling the vacancies on the LTMB.

 

On May 27, 2015, the City Clerk’s Office sent out an email to all applicants with the results of the prior evening’s appointments as well as an Information and Eligibility Fact Sheet regarding the vacancies with a request that any un-appointed, interested, and eligible individuals notify the City Clerk’s Office of their interest in being considered for the vacant positions.  The City Clerk’s Office also reached out to Mr. Wilborn to confirm his eligibility to serve on the LTMB.

 

 

DISCUSSION:

 

Landlord-Tenant Mediation Board

 

The City Clerk’s Office received e-mails from applicants indicating interest in the LTMB Member at Large positions as follows:

Raul R. Gonzalez, Esq.

Marcus M. Huntley

John Larson

Olga Vaysberg

Leonardo Wilborn

 

The Bylaws of the LTMB state:  “Members-at-Large shall be residents of the City of Culver City. Members-at-Large shall neither be tenants within the City of Culver City, nor shall they own or have an ownership interest in any residential income-producing property in the City of Culver City. Furthermore, preferably, neither Members-at-Large nor their spouse or dependents shall have any direct business or financial relationship with either landlords or property managers within the City of Culver City.”

 

The City Clerk’s Office has reviewed the various applications for the LTMB and confirmed the minimum eligibility requirements have been met for all listed applicants. 

 

Applicant Olga Vaysberg provided the City Clerk’s Office with information that she is no longer eligible for the Landlord position and would qualify for the Member-At-Large position, as she no longer manages rental property in the City of Culver City.  Mr. Wilborn confirmed his current residential address is within the City of Culver City.

 

The applications provided to the City Council are from the original application period, except for Ms. Vaysberg’s, which is a new application submitted in July when her eligibility status changed.

 

In addition, a new application for a Tenant Member position was received by an applicant (not listed above).  However, there are no current vacancies for Tenant Members and, because he is a tenant of a City residential property, he is ineligible to apply for the Member-at-Large position.

 

Los Angeles County West Vector and Vector-Borne Disease Control District

 

The City Clerk’s Office received e-mails from applicants indicating interest in the LA Vector Control Board position as follows:

Laurence Hadjas

 

The City Clerk’s Office has reviewed the two applications for this position and confirmed the minimum eligibility requirements have been met for these applicants.

MOTION:

 

That the City Council:

 

 

1.                     Appoint _                          and______             ____to fill two Member-at-Large Representative positions on the Landlord-Tenant Mediation Board for terms ending June 30, 2017 and June 30, 2018, respectively; and,

 

2.                     Appoint ___________________ as the City’s Representative to the Board of Trustees of the Los Angeles County West Vector and Vector-Borne Disease Control District for a term ending December 31, 2016.
