RECOMMENDATION
Staff recommends that the Civil Service Commission approve the revised Classification Specification and Promotional Recruitment Bulletin for Assistant Maintenance Operations Manager.
BACKGROUND/DISCUSSION
In July 2015, the Assistant Maintenance Operations Manager in the Maintenance Operations Division of the Public Works Department was promoted providing the Public Works (“Department”) with the opportunity to review the classification specification and address the needs of the department.
In anticipation of conducting a promotional recruitment for Assistant Maintenance Operations Manager, Human Resources staff in concurrence with Public Works Department management have determined that revisions to the classification specification are necessary to attract better informed applicants and to reflect the experience needed to perform the essential duties of the position. The proposed revisions will assist the City in attracting qualified applicants seeking employment for current and/or future vacancies. Revisions were made to the following sections of the classification specification: Definition, Supervision Received and Exercised, Essential Job Duties, and Training and Experience.
The proposed classification specification for Assistant Maintenance Operations Manager is attached (Attachment A).
Definition
Minor revisions to this section were made to clarify that the incumbent manages several areas within the Maintenance Operations Division.
Supervision Received & Exercised
Revisions were made to this section to include staff that works in the City’s graffiti abatement program, and parking meter maintenance.
Essential Job Duties
Revisions to this section were made to further specify the job duties and responsibilities of the position.
Training & Experience
The current classification requires incumbents to possess a Bachelor’s Degree from an accredited college or university in business administration, public administration, or related field and four (4) years experience in public works or a skilled maintenance of buildings, electrical equipment, traffic signals, streets, sewers and trees. Incumbents must also possess two (2) years of first line supervisory experience. Language was added to this section to include that additional relevant work experience may be considered in-lieu of formal education on a year for year basis. This will provide a broader pool of qualified applicants and also allow more internal employees to be eligible to compete for the positon.
Recruitment Bulletin
The attached proposed bulletin for Assistant Maintenance Operations Manager is reflective of the classification specification. The proposed weight included in the examination components on the bulletin are consistent with similar supervisor classifications within the City.
A copy of the proposed classification specification and recruitment bulletin has been provided to the Culver City Management Group (CCMG) for their review.
Labor Market
The proposed classification specification’s training and experience, and license and certificates, are consistent with the labor market to classifications functioning as Assistant Maintenance Operations Manager.
FISCAL ANALYSIS
There will be no fiscal impact associated with the proposed changes to the classification.
