RECOMMENDATION
Staff recommends that the Civil Service Commission approve the revised Classification Specification and Recruitment Bulletins for Solid Waste and Recycling Crew Supervisor.
BACKGROUND/DISCUSSION
In December 2014, one of the Sanitation Crew Supervisors in the Environmental Programs and Operations Division of the Public Works Department (“Department”) retired. The vacancy provided the Department with the opportunity to review the classification specification and address the current needs of the Department.
In anticipation of conducting an open and competitive recruitment to fill the vacant Sanitation Crew Supervisor position, Human Resources staff in concurrence with Department management have determined that revisions to the classification specification are necessary to attract better informed applicants and to ensure consistency with the title and duties of the position within the organizational structure. One of the proposed revisions includes a downgrade of the license requirement to a California Class B driver license. Historically the incumbent was required to operate heavy equipment that required a California Class A driver license. The Department no longer operates heavy equipment that requires this license since the use of this equipment is being outsourced. The proposed revisions will assist the City with providing clarity to applicants regarding the operations of the unit to include the recycling function; requirements of the position, and supervision of the position, given and received. Revisions were made to the position title, supervision received and exercised, essential job duties, license and certificates, and physical requirements and working conditions.

Title
The position title is being proposed for re title to reflect its broad duties and responsibilities, as well as an effort to modernize the position title. The proposed title for this position is Solid Waste and Recycling Crew Supervisor.
Supervision Received and Exercised
Minor revisions to this section were made to accurately reflect the supervision given to and received by the Solid Waste and Recycling Crew Supervisor. This position directly supervises several positions within the division. The classification specification has been revised to reflect the positions that receive supervision from the Solid Waste and Recycling Crew Supervisor.
Essential Job Duties
Revisions to this section were made to refine the job duties of the position and allow for the City to attract better informed applicants. Further, the proposed changes provide more clarity regarding the operations of the unit to include the recycling function.
License and Certificates
The current classification requires a California Class A driver license. Since the Department no longer operates equipment that requires a California Class A driver license, the proposed revision is to downgrade the license requirement to a California Class B driver license. The license requirement is consistent with the labor market to classifications functioning as a Solid Waste and Recycling Crew Supervisor. This may potentially provide a broader pool of qualified applicants and allow more internal employees to be eligible to compete for the position.
Physical Requirements and Working Conditions
Minor revisions were made to this section to clarify that incumbents may be required to work evenings, weekends and holidays.
A copy of the proposed classification specification has been provided to CCEA for their review.
FISCAL ANALYSIS
There will be no fiscal impact associated with the proposed changes to the classification.
AUTHORITY
According to Civil Service Rules 3.3(a) and 6.4, the Commission:
• Must approve major changes to classification specifications; and
• Must approve job bulletins prior to recruitment, including the examination components and the examination categories.
3.3(a) Processing:
The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City. The request shall be prepared and submitted to the Human Resources Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case. The Human Resources Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Human Resources Director deems appropriate.
The Human Resources Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization. If any party disagrees with the Human Resources Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation. The Commission shall make the final decision on the establishment of a new classification or revisions to an existing classification.
6.4 Commission Approval:
Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval. It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
