RECOMMENDATION
Staff recommends the City Council approve an amendment to the existing contract with Setpoint Systems Corporation to supplement their scope of work by including replacement of City Hall’s Variable Air Volume (VAV) valves in an amount of $48,864 as part of the City Facilities Energy Efficiency Project, CIP PF-004.
BACKGROUND
On January 26, 2015, the City Council approved agreements to complete the City’s Energy Efficiency Project with ACCO Engineered Solutions (ACCO, $183,643.79), Express Energy Systems, Inc. (Express, $404,095.55) and Setpoint Systems Corporation (Setpoint, $575,603.00). The Energy Efficiency Project includes new energy efficient i) lighting fixtures at various City facilities; ii) Heating, Ventilation and Air Conditioning (HVAC) equipment replacements at City Hall/Police Department, and iii) Energy Management System (EMS) for various City facilities.
ACCO (HVAC) and Express (lighting) have completed their portion of the project and Setpoint (EMS) has completed the Senior Center and Veterans Memorial Complex thus far and will conclude their work at City Hall, the Police Department, and the Transportation facilities by the end of this year.
DISCUSSION
VAV is a type of HVAC system that varies the flow of air while maintaining a constant temperature. The advantages of VAV systems include more precise temperature control, reduced compressor wear, lower energy consumption by system fans, less fan noise, and additional dehumidification.
Many of City Hall’s 96 VAV valves are original and were installed when the building was constructed nearly 20 years ago. In preparation for City Hall’s EMS installation, their closer inspection revealed that they have become unreliable due to their age, and their manufacturer (Siemens) no longer provides parts to repair them. Replacing the valves will ensure they are fully integrated into the new EMS system and will improve HVAC system reliability and operation.
Setpoint submitted a proposal to replace the VAV valves as a supplement to their EMS project and it reflects the same terms, conditions, material cost and labor rates found in their existing contract.
FISCAL ANALYSIS
Sufficient funds exist in CIP PZ-132 Building Repairs ($40,133.52) and CIP PF-004 -- City Facilities Energy Efficiency Project ($8,730.48) to cover Setpoint’s $48,864 cost to remove the old VAV valves and to purchase and install their replacements.

RECOMMENDED MOTIONS
That the City Council:
1. Approve an amendment to the existing contract with Setpoint Systems Corporation to increase their scope of work to include replacement of City Hall’s VAV valves in the amount of $48,864; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
