RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing the City Manager to submit a grant application to the Los Angeles County Metropolitan Transportation Authority’s (Metro) 2015 Wayfinding Signage Grant Pilot Program in the amount up to $29,925.
BACKGROUND
The Bicycle and Pedestrian Master Plan (BPMP) adopted in 2010 suggests a need for wayfinding signage along Washington Boulevard. This need was also recommended in the Culver City Bicycle and Pedestrian Safety Assessment conducted by consultant Fehr and Peers in 2014.
Metro has recently announced a Wayfinding Signage Grant Pilot Program. One of Metro’s responsibilities is to allocate local, state, and federal discretionary transportation funds through the preparation of a Transportation Improvement Program (TIP) for Los Angeles County. A key component of the TIP is Metro’s Wayfinding Signage Pilot Program. One of the key focus areas for this program is addressing the first and last mile connections to the Metro stations and other transportation hubs. The application for this program is due on November 13, 2015.
The estimate on how much funding is available through this cycle will not be available until spring 2015, before Metro’s preliminary staff recommendations are scheduled to be released in July 2015. The timeline for receiving funding through this grant is Fiscal Year 2016/2017.
DISCUSSION
Staff is proposing to submit an application for wayfinding signage to and from the Metro Expo Station within a 1 mile radius of the station. Signage would direct pedestrians and cyclists to and from the station.
Option #1 (Sample - Attachment #2)
The “stand alone” sign is wayfinding signage to the Metro Station at designated locations and generally mounted on posts. A total of 20 signs is being recommended at a total cost of $31,500. Under this option, 95% funding (or $29,925) would be requested from the grant. The remaining 5% ($1,575) would be in the form of in-kind support provided by the City.
Option #2 (Sample - Attachment #3)
This option would install “joint” wayfinding signage that would incorporate other City destinations such as parking, districts, etc. in addition to the Metro station on one larger sign. The grant award, however, will only cover 50% of the total cost to design, fabricate, and install the signs. In addition, this type of signage would be larger and heavier requiring a sturdy pole and in-ground installation. This will increase the total cost of the project to $50,000. Under this option, 50% funding (or $25,000) would be requested from the grant. The remaining 50% ($25,000) would be in the form of in-kind support provided by the City. Because of the lower funding threshold, staff does not recommend pursuing this option.
FISCAL ANALYSIS
Option #1
The project estimated cost is $31,500. This amount includes a 5% required matching amount of $1,575, which will be met through in-kind staff support. Grant funds requested would be $29,925. Therefore there is no net fiscal impact created.
Option #2
The project estimated cost is $50,000. This amount includes a 50% contribution from the City in the amount of $25,000. Grant funds requested would be $25,000.
