RECOMMENDATION
Staff recommends the City Council:
1. Accept the work performed by Malibu Pacific Tennis Courts, Inc. (Malibu Pacific) for the construction of the Citywide Bicycle Parking Project, PF-001; and,
2. Authorize filing a Notice of Completion; and,
3. Authorize the release of the retention funds in the amount of $2,309.15 after the expiration of the 35-day lien period.
BACKGROUND / DISCUSSION
On April 21, 2014, the City Council awarded a construction contract to Malibu Pacific to complete the necessary work for the Citywide Bicycle Parking Project funded by the California Department of Transportation’s Bicycle Transportation Account (BTA) grant program.
The project scope of work consisted of the purchase and installation of up to 200 U-shaped bicycle racks at suitable locations City-wide and two bicycle repair stations. A bicycle repair station includes all the tools necessary to perform basic repairs and maintenance, from changing a flat to adjusting brakes and derailleurs. The tools and air pump are securely attached to the stand with stainless steel cables and tamper-proof fasteners. Hanging the bicycle from the hanger arms allows the pedals and wheels to spin freely while making adjustments.
Bicycle racks were installed through a two-phase process. The first phase included installation of bicycle racks at predetermined locations based on work performed as part of the Bicycle and Pedestrian Master Plan (BPMP), public requests to date, and transit needs. The second phase entailed a request process whereby Culver City residents and businesses applied for bicycle rack installation in an area where there is a perceived need. The bicycle repair stations were installed adjacent to the bicycle path on the east side of Sepulveda Boulevard at Culver Boulevard and adjacent to the bicycle path at Jefferson and National Boulevards at Syd Kronenthal Park.
The remaining approximately 80 bicycle racks will be stored and available for requests by the public. Future installations will be performed by Public Works Department Maintenance Operations staff. Bicycle rack availability is advertised through the City website. The Culver City Bicycle Coalition and Downtown Business Association have been notified of the availability of the bicycle racks. The request process will be maintained until the remaining bicycle racks have been installed.
Change Orders
The Citywide Bicycle Parking Project incurred two change orders in the aggregate amount of $6,382.95. Change Order no.1 was generated to modify the design of the base plates of the bicycle rack from triangular shape to round shape. Change Order no. 2 was generated due to the reduced labor costs to install only 120 racks and the new concrete pads for the bicycle repair stations.

2. Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s Office; and,
3. Authorize the City Manager to release $2,309.15 in retention to Malibu Pacific Tennis Courts, Inc. after the expiration of the 35-day lien period.
