RECOMMENDATION
Staff recommends the City Council approve an Agreement with Decorator’s Place Corp. in an aggregate amount not-to-exceed $63,480.00 ($55,200.00 base contract and $8,280.00 in change order authority) to replace the flooring on the second floor of the Police Department.
BACKGROUND
The existing carpeting throughout the second floor of the Police Department is in need of replacement. The carpet is over ten years old and has become warped and wrinkled and has begun to unfurl at the seams, causing a safety concern.
DISCUSSION
The proposed project will replace most of the existing carpeting on the second floor of the Police Department with vinyl planking. Vinyl planking is a very durable, easily cleaned, and easily repaired, making it ideal for a building that sees foot traffic 24 hours a day/7 days a week. The work will also consist of furniture lifting, necessary to replace the flooring, as well as the replacement of existing base boards throughout the perimeters of the offices and walkways.
Per Section 3.07.085.A of the CCMC, “the City may award purchase orders and contracts in any amount for professional or personal services without complying with the provisions of this Subchapter; provided, the purchase order or contract shall be based on competitive quotations, whenever practical, as determined by the City Manager.” Section 3.07.085.C.6 further establishes that personal services shall include, but not be limited to “repair and maintenance service for City-owned or occupied real property and buildings.” While the City may award a contract to whichever firm best addresses the City’s needs, at the direction of the Finance Department, the Police Department issued a Request for Quotations (RFQ# 1580) in order to determine pricing available in the open market. The following quotations were received:

Pub Construction Inc. $129,382.00
Decorator’s Place Corp., a Culver City business, has worked with the Police Department on previous projects. Staff found them to be highly responsive to the Department’s needs and their work product to be of the highest quality. Based on this, and the fact that they have provided the lowest quote, staff recommends the City Council award the contract to Decorator’s Place Corp.
FISCAL ANALYSIS
The total project cost is $63,480.00 ($55,200.00 base contract and $8,280.00 in change order authority). There are $30,000.00 appropriated in the City Council Adopted Budget for Fiscal Year 2015/2016 in the Capital Improvement and Acquisition Fund (42080000.730100.PZ132). The remaining $33,480 is in the Police Department’s Asset Seizure Fund (41640454).

RECOMMENDED MOTIONS
That the City Council:
1) Approve an agreement with Decorator’s Place Corp. in an aggregate amount not-to-exceed $63,480.00 ($55,200.00 base contract and $8,280.00 in change order authority) to replace the flooring on the second floor of the Police Department; and,
2) Authorize the Police Chief to approve change orders up to $8,280.00; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
