RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the new Classification Specification and Recruitment Bulletins for Parking Enforcement Supervisor.

 

 

BACKGROUND/DISCUSSION

 

During the Fiscal Year 2015/2016 budget process, City Council approved a new position for the Police Department.  This non-sworn supervisory position is responsible for the day-to-day oversight of the Police Department’s parking enforcement, parking meter collection, and school crossing guard programs.

 

The Parking unit is currently overseen by a sworn Police Sergeant.  The Police Sergeant in this assignment oversees Traffic Officers, Commercial Enforcement Officers, Accident Investigation Officers and Detectives, and Parking unit non-sworn staff.  Occasionally, the Police Sergeant in this assignment supervises Motor Officers and Animal Services staff along with being the Police Department’s liaison for homeless committees.  The department in concurrence with Human Resources staff is recommending the establishment of a Parking Enforcement Supervisor that will provide oversight and technical supervision of the Parking unit staff.  In addition, this new classification provides existing non-sworn staff a career growth opportunity

 

The proposed classification specification for Parking Enforcement Supervisor is attached (Attachment A).

 

Classification Specification

The proposed specification encompasses the essential job duties required to oversee and administer the City’s parking enforcement, parking meter collection, and school crossing guard programs.  Currently these duties are performed by an Administrative Secretary and overtime have evolved beyond the scope of that classification.  This new classification provides an accurate specification for the work that is being performed.

                     Title - reflects the classification’s full scope of responsibility and the associated essential job duties.

                     Training and Experience - requires incumbents to possess high school diploma or equivalent and three (3) years of responsible work experience in a law enforcement environment issuing parking citations and addressing parking regulation issues plus two years’ experience providing responsible administrative staff assistance.  One year supervisory or lead worker experience is desirable. 

                     Knowledge, Skills and Ability - reflects the necessary skill sets and abilities to perform the essential job duties including knowledge that will allow an incumbent to be successful in the classification. 

 

Recruitment Bulletins

 

The attached proposed open & competitive (Attachment B) and promotional (Attachment C) recruitment bulletins for Parking Enforcement Supervisor are consistent with the associated classification specification.  The examination components are consistent with other similarly situated supervisory classifications and reflect the key knowledge, skills, and abilities to be assessed in determining qualified candidates for the position.  Please note, Human Resources staff is requesting approval of the recruitment bulletins for future use as the current incumbent is being reclassified into this new position in accordance with Civil Service Rule 3.3 b.

 

Labor Market Cities

A survey of our labor market cities revealed six comparable positions.  The proposed classification specification’s minimum requirements for training, education, and experience requirements are at a level needed for an incumbent to successfully perform the essential job duties as well as being aligned with comparable positions in the labor market and internally with other similarly situated Police Department non-sworn supervisory or lead positions.

 

The Culver City Employees Association has been provided a copy of the classification specification for Parking Enforcement Supervisor.

 

 

FISCAL ANALYSIS

 

During the Fiscal Year 2015/2016 budget process, City Council approved this new classification and associated salary range.  This approved salary range is internally aligned with the Police Department’s non-sworn classifications as well as other supervisory positions in the City.

The approved salary range for this classification is:

 

Range 446                     $4,980.17 - $6,078.76 Monthly                     $59,762.04 - $72,945.08 Annually

 

 

AUTHORITY

 

According to Civil Service Rules 3.3(a) and 6.4, the Commission:

                     Must approve new classification specifications; and

                     Must approve job bulletins prior to recruitment, including examination components and the examination categories.

 

3.3(a) Processing:

The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City.  The request shall be prepared and submitted to the Human Resources Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case.  The Human Resources Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Human Resources Director deems appropriate.

 

The Human Resources Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization.  If any party disagrees with the Human Resources Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation.  The Commission shall make the final decision on the establishment of a new classification or revisions to an existing classification.

 

6.4 Commission Approval:

                     Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval.  It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
