RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the revised Classification Specification and Open and Competitive Recruitment Bulletin for Park Maintenance Supervisor.

 

 

BACKGROUND/DISCUSSION

 

In anticipation of conducting an open and competitive recruitment for Park Maintenance Supervisor, Human Resources staff in concurrence with Park, Recreation and Community Services Department management have determined that revisions to the classification specification are necessary. The proposed revisions a) attract better informed and qualified applicants and b) reflect the experience needed to perform the essential duties of the position.

 

 

DISCUSSION

 

The classification specification has been reviewed to ensure consistency with operational practice and updated to reflect essential job duties and skill sets required to be successful in the position.  Revisions were made to the following sections:

                     Definition:  This section has been updated to include the maintenance of median strips, parkways and landscaped areas. 

 

                     Supervision Received and Exercised:  Language was updated in this section to provide clarification regarding the incumbents reporting to this position.

 

                     Essential Job Duties:  Revisions to this section were made to refine the job duties of the position and allows for the City to attract better informed applicants. Further, the proposed changes provide more clarity regarding the type of duties and responsibilities that will be performed.

 

                     Minimum Knowledge, Skills and Ability:  Language was added to this section to accurately reflect the necessary knowledge, skills and ability (KSA) an incumbent must possess to be successful in the position such as knowledge in budget administration and playground maintenance and inspection. In addition to KSA’s needed to maintain sport fields, including fertilization and soil management.

 

                     License and Certificates:  The possession of a Playground Safety Inspector Certification, Certified Landscape Irrigation Auditor, and Qualified Application License were added as highly desirable. Possession of these certificates are not required to perform the duties of the job; however, incumbents that possess these certificates demonstrate that they have received additional training in these areas, thus adding to their qualifications for the position.

 

                     Training and Experience:  A minor edit was made to this section requiring the incumbent to possess two (2) years of experience equivalent to a Park Maintenance Crew Leader rather than a Senior Maintenance Worker.

 

                     Physical Requirements and Working Conditions:  Minor revisions were made to this section to clarify that incumbents may be required to work evenings, weekends and holidays and drive in and out of City boundaries.

 

A copy of the proposed classification specification has been provided to the Culver City Management Group (CCMG) for their review.

 

Recruitment Bulletin

 

The recruitment bulletin is reflective of the classification specification. The proposed weight included in the examination components on the recruitment bulletin are consistent with similar Supervisor classifications within the City.

 

Labor Market

The proposed classification specification’s training and experience, license and certificates, and examination components are consistent with the labor market classifications that function as a Park Maintenance Supervisor. 

 

 

FISCAL ANALYSIS

 

There will be no fiscal impact associated with the proposed changes to the classification.

 

AUTHORITY

 

According to Civil Service Rules 3.3(a) and 6.4, the Commission:

                     Must approve major changes to classification specifications; and

                     Must approve job bulletins prior to recruitment, including the examination components and the examination categories.

 

3.3(a)                     Processing:

The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City.  The request shall be prepared and submitted to the Human Resources Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case.  The Human Resources Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Human Resources Director deems appropriate. 

 

The Human Resources Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization.  If any party disagrees with the Human Resources Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation.  The Commission shall make the final decision on the establishment of a new classification or revisions to an existing classification.

 

6.4   Commission Approval: 

Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval. It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
