RECOMMENDATION
Staff recommends the City Council approve a Purchase Order with Botach Inc. for the purchase of 120 ballistic helmets, 120 face shields, and 120 face shield covers in the amount of $35,094.31.
BACKGROUND
In 2000, the Police Department purchased ballistic helmets and face shields to be used by sworn personnel in the performance of their duties. The Police Department’s current stock of helmets are outside the manufacturer’s recommended replacement schedule.
Ballistic helmets are a required piece of police equipment and are used for high risk perimeter searches, search warrant service, and crowd and riot control. The removable face shields are needed for crowd and riot control operations, as they protect the wearer’s face and eyes. The face shield covers protect shields from damage during storage.
DISCUSSION
Police Department staff worked with the Finance Department and conducted an open and competitive Request for Bids (#1573) process. As a result, we received the following 12 bids:

The lowest bid (Security Pro USA) was not responsive, as it did not meet the City’s requirement for a two-year user warranty for the detachable riot face shield. Botach Inc. met all the equipment and warranty requirements. The Police Department has worked with Botach Inc. in the past and found them to be highly responsive to our needs. Based on this, and the fact that they have provided the lowest responsive and responsible bid ($35,094.31) that satisfied our safety and warranty requirements, staff recommends the City Council approve a purchase order with Botach Inc.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2015/2016 includes $35,094.31 for new ballistic helmets, face shields, and face shield covers (account 10140200.550110).
