RECOMMENDATION:

 

Staff recommends the City Council approve (1) the final allocation of funds and (2) the grantee contracts, for the 2016 Culver City Performing Arts Grant Program as recommended by the Cultural Affairs Commission (CAC).

 

 

BACKGROUND:

 

The Culver City Performing Arts Grant Program was established in 1994.  The Culver City Municipal Code (CCMC) stipulates that no more than 25% of the money deposited in the Cultural Trust Fund in the prior fiscal year be available for performing arts in the current fiscal year. In Fiscal Year 2015/2016, $50,000 have been allocated. An additional $15,000 have been allocated from a contribution made in 2015 by Sony Pictures Entertainment.  The total available allocation is $65,000 for the 2016 Performing Arts Grant Program.

 

 

DISCUSSION:

 

Nineteen performing arts organizations, including eight dance companies, submitted applications electronically by the deadline of September 16, 2015. On October 15, 2015, the applications were evaluated by a peer review panel.  CAC Commission Chair Regina Klein and Commissioner John B. Williams, who sit on the CAC Ad Hoc 2016 Culver City Performing Arts Grant Program Subcommittee, observed the panel process and concurred with the recommendations.  On November 10, 2015, the CAC confirmed the proposed grant awards and made a recommendation that they be approved by City Council.

 

Seventeen applications were recommended for grants. Two dance companies were not recommended for awards. Staff provided those organizations with the panel comments and encouraged them to apply again.  The total amount recommended for awards is $65,000.  Should the City Council award the grants, staff will work closely with the grant recipients on the promotional plans for their performances as well as any changes to their grant proposals.

 

The November 10, 2015 staff report for the Cultural Affairs Commission is attached as well as a brief overview of the applications (ranked from highest to lowest) and a summary of panel recommendations.

 

 

FISCAL ANALYSIS:

 

The total amount recommended for the 2016 Performing Arts Grant Program awards is $65,000.  The funding includes Cultural Trust Fund monies, as allocated pursuant to the CCMC, and $15,000 from Sony Pictures Entertainment’s contribution.

That the City Council:

 

1.                     Approve the final allocation of funds for the 2016 Performing Arts Grant Program as recommended by the Cultural Affairs Commission and as outlined in the staff report; and,

 

2.                     Approve the grantee contracts; and,

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
