RECOMMENDATION
Staff recommends the City Council approve plans and specifications (Plans), and authorize staff to publish a notice inviting bids for the Hayden Tract Spur Parking Lot Project (Project).
BACKGROUND
On January 31, 2012, the City executed an Owner Participation Agreement (OPA) with the Hayden Tract Owners’ Association (Owners) to design and construct a linear parking lot on the former Los Angeles County Metropolitan Transportation Authority railway spur in the Hayden Tract.
DISCUSSION
The City retained KOA/CBM as the design firm for the Project. As of January 20, 2016, the Plans were substantially complete and included demolition, excavation, grading, drainage, lighting and illumination patterns, landscaping, striping and a rainwater retention system.
On January 20, 2016, City staff met with the Owners to review the Plans. The Owners approved the Plans pending minor revisions and a final walk-through meeting was held at the Project site on February 3rd.
Should the City Council approve the Plans this evening, it is expected construction will commence by March 31, 2016 and be complete by June 30, 2016.
The bid documents include all plans, specifications, surveys and general conditions. Also included are a Notice Inviting Bids and Instructions to Bidders, which bidders will utilize to formulate their bids. The bid documents will also include any addenda issued during the bid period.
The Project will be advertised on the City’s website, in the Culver City News, construction trade publications, and directly to contractors with experience with similar projects as recommended by the City’s Public Works Department.

FISCAL ANALYSIS
There is no fiscal impact created by the approval of the plans and specifications for the Project. There is a nominal cost to the City to publish the Notice Inviting Bids, which has been included in the City Council Adopted Budget for Fiscal Year 2015/2016. All costs associated with the project bid documents and specifications, and construction will be funded from Former Culver City Redevelopment Agency tax exempt bond proceeds.
