RECOMMENDATION
Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) review and comment on the Commission’s draft Fiscal Year 2016/2017 PRCS Department Budget recommendations; (2) hear public comment on the PRCS Department Budget, if any; and, (3) (if desired) finalize the correspondence, and approve its distribution to the City Council.
BACKGROUND
Beginning in Fiscal Year 2014/2015, the City Council instituted an enhanced budget process. This process provides additional opportunities for the public to provide input into the budget document. Further, the City Council now specifically invites members of the City’s Commissions, Committees, and Boards to provide comments during the City’s budget process.
Last year, in response to the City Council’s invitation, the Commission heard public comment on the PRCS Department Budget and Work Plans at two meetings during the month of March. Subsequently, the PRCS Commission sent a letter to the City Council that presented recommendations regarding the PRCS Department Fiscal Year 2015/2016 Budget that were based on both public input, and the Commission’s discussions of various budget-related issues.
At the December 1, 2015 PRCS Commission meeting, a consensus was reached that the Commission would like to begin the budget process early this year. Subsequently, at the January 5, 2016, the Commission reviewed the PRCS Department Fiscal Year 2015/2016 Adopted Budget and Work Plans, and invited public comment on the topic. At that meeting, no members of the public submitted comments on the Budget and Work Plans.
At the February 16, 2016 Special Meeting, the Commission reviewed the Parks, Recreation and Community Services (PRCS) Department capital improvement projects managed by the Parks Division; reviewed the Parks Division’s proposed Fiscal Year 2016/2017 staffing recommendations; and, considered providing comments to the City Council regarding these topics. As a result of this discussion, Commissioner Stuart outlined items to be contained in the budget recommendations to the City Council including, but not limited to, hiring a grant writer; installing new lights at Veterans Memorial Park; resurfacing the Culver West Alexander Park Playground; and, supporting the Blair Hills Park Playground rehabilitation, and staffing recommendations. She also volunteered to draft the correspondence, which is provided as an Attachment.
DISCUSSION
This Agenda Item has been prepared to give Commission Members an opportunity to review and comment on their draft PRCS Department Budget recommendations, hear public comment, and (if desired) finalize the correspondence, and approve its distribution to the City Council. At the Commission’s request, the PRCS Director will deliver the final recommendations to the City Manager, and he will, in turn, deliver it to the City Council Members. The deadline for Commissions, Committees and Boards to submit budget comments is April 8, 2016. Therefore, should the Commission so desire, this topic could be discussed once more at the April 5, 2016 PRCS Commission meeting.
