RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Fire Training Tower Structural Rehabilitation Project, PZ920.

 

 

BACKGROUND/DISCUSSION

 

Built in 1970, the Fire Training Tower (FTT) is a 3-story masonry block structure located at 9275 Jefferson Boulevard.  The FTT is used by the Culver City Fire Department and other surrounding agencies’ fire departments to stage fires and conduct training operations which mimic actual fire conditions.

 

Throughout the years, the FTT has sustained damage to the block walls and staircases.  Concrete has spalled and cracked, and the reinforcing steel is exposed in some areas.  The parapet wall is damaged to the point to which complete removal and replacement of the top five rows of block wall is necessary.  As a result, the building has been ‘red tagged’ by the Fire Department from further usage.

 

The goal of the Fire Training Tower Structural Rehabilitation Project is to increase the useful life of the FTT by 5 to 10 years.  The project consists of removal and replacement of failed blocks, sealing cracks with epoxy, reinforcing all the flights of stairs, and removing and replacing the top five rows of masonry block on the parapet.

 

The design of the Fire Training Tower Structural Rehabilitation Project was performed by IDC Consulting Engineers, Inc. through a contract executed on September 24, 2015.

FISCAL ANALYSIS

 

Approval of the plans and specifications and authorizing publication of a Notice Inviting Bids does not create a fiscal impact for the City.  Should the City Council ultimately award a construction contract, a fiscal analysis will be included in that staff report.
