RECOMMENDATION

 

Staff recommends the City Council approve:  (1) a budget amendment to appropriate $146,960 for Final Design and $180,601 for Right-of-Way Engineering funding; and (2) an amendment to the existing professional services agreement with IDC Consulting Engineers, Inc. in an amount not-to-exceed $45,000 for the Higuera Street Bridge Replacement Project, PZ-553, BHLS 5240(026).

 

A BUDGET AMENDMENT REQUIRES A FOUR-FIFTHS VOTE

 

BACKGROUND

 

The design for removal and replacement of the Higuera Street Bridge is in its final stages.  The project will remove the existing three-lane bridge and replace it with a new bridge with four vehicle lanes, two bike lanes, and sidewalks.  Additionally, a bike ramp will be placed to connect Higuera Street to the Ballona Creek Bike Path.  The project is primarily funded through the federal Highway Bridge Program (HBP), which will pay for 88.53% of the total eligible costs.  The City is required to match the remaining 11.47%.  On June 20, 2013, the City entered into an agreement with IDC Consulting Engineers, Inc. (IDC) for the design of the bridge.  Since then, additional unexpected costs have been incurred.

 

DISCUSSION

 

After submittal of the Preliminary Environmental Study (PES) to Caltrans, administrator of the HBP funds, it was subsequently required to perform a Traffic Study and Air Quality Study, which were not part of the contract with IDC.  Additionally, due to a change in the proposed configuration of the storm drain channel (Ballona Creek), the Army Corps of Engineers required a new hydraulic model calculation.  Furthermore, in an attempt to mimic and analyze construction traffic impacts, staff directed IDC to hire a traffic management company to temporarily close the Bridge and implement the proposed detour plan.  This occurred during the week of June 8, 2015.  All of these additional required activities have depleted the project budget.  Appropriation of funds to pay permit fees from the City of Los Angeles, the County of Los Angeles (Flood Control District and Easement Division), the Army Corps of Engineers, and the State of California is also necessary in order to finalize the permits for these respective agencies before proceeding with construction.

 

Right-of-way engineering funds are required in order to purchase small portions of the private properties located at 8450 Higuera Street and at 6001 Jefferson Boulevard.  Approximately 718 square feet are needed at 8450 Higuera Street in order to accommodate the proposed bike ramp transition lane which will enable bike ramp users to transition to and from Higuera Street and the bike ramp more efficiently.  Approximately 73 square feet are needed at the driveway approach at 6001 Jefferson Boulevard in order to comply with Americans with Disabilities Act requirements for sidewalks.  The additional funds requested will also be used to cover consultant fees for negotiating with the private property owners on the City’s behalf, appraisals, reviewing and obtaining title reports, performing property research, and securing preliminary title reports and paying escrow costs, as well as interfacing with the various regulatory agencies with the goal of obtaining those permits.  Utility pole upgrading design and construction costs with Southern California Edison will be covered as well.

 

 

FISCAL ANALYSIS

 

Staff requests that an additional $146,960 be appropriated for final design services and $180,601 be appropriated for right-of-way acquisition costs in account 42380000.730100.PZ553.  On February 12, 2016, Caltrans (through HBP) authorized these funds for this project.

2)                     Approve an amendment to the existing professional services agreement with IDC Consulting Engineers, Inc. in an amount not-to-exceed $45,000; and,

 

3)                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4)                     Authorize the City Manager to execute such documents on behalf of the City.
