RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the revised classification specification for Senior Computer Programmer Analyst.

 

BACKGROUND

 

The Information Technology Department is responsible for providing centralized computing/network services to all City departments.  Specific support services include, project management, systems development and analysis, database management, hardware maintenance,  computer skills training, telecommunications, systems networking, and graphic services.

The modifications to the Senior Computer Programmer Analyst classification are being proposed as a result of evolving technology and work responsibilities and tasks that have shifted to accommodate organizational changes.

DISCUSSION

 

In accordance with Civil Service Rule 3.3 (b), it is important that the City appropriately classify employees when duties and responsibilities of a position are significantly modified. The Senior Computer Programmer Analyst classification was last revised in 2001. Since that time there have been substantial changes in the field of information technology, as well as changes within the scope of responsibilities overseen by the City’s Information Technology Department.

One of these changes include implementation and management of a new online permitting management and tracking system. This new system will enhance the City’s development services process by streamlining the application and approval processes for permits, reducing the time and inconvenience for businesses and individuals. It will also provide a more user-friendly platform, simplifying the process of determining and paying for fees, enabling fast and easy scheduling of appointments, and giving customers visibility into the status of inspections, payments, and approvals. The new system will enable full-featured online permitting including online plan submittals and remote inspections where inspection results are updated real-time while in the field.  The Senior Computer Programmer Analyst will have a vital role in the implementation and on-going maintenance of this new system.

 

AUTHORITY

 

In accordance with Civil Service Rule 3.3, the Civil Service Commission shall consider the establishment of a new classification upon recommendation of the Human Resources Director and the affected department head.

Civil Service Rule 3.3(a)                     Processing:                     The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City. The request shall be prepared and submitted to the Human Resources Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case. The Human Resources Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Human Resources Director deems appropriate.

 

The Human Resources Director’s recommendations shall be communicated to the originator, the affected appointing authority and the employee organization. If any party disagrees with the Human Resources Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation. The Commission shall make the final decision on the establishment or revision to an existing classification.

 

FISCAL ANALYSIS

 

There is no fiscal analysis associated with the revisions to the Senior Computer Programmer Analyst classification specification.
