RECOMMENDATION

Staff recommends the City Council (1) discuss options for a “visioning” process to address new development in the Transit Oriented Development District; and (2) provide direction to City Manager as deemed appropriate.

 

BACKGROUND:

On March 14, 2016, the City Council directed staff to conduct a visioning process for the Transit Oriented Development District (TOD) around the Culver City Expo Station. The direction included:

§                     Description of TODs through a visioning process with the community;

§                     Identification of long term goals for what is proposed to be accomplished through such visioning process;

§                     Completion of visioning prior to going forward with subsequent TOD projects;

§                     Identification of real transportation alternatives to address area traffic concerns, including dedications necessary to address them (i.e. dedicated bike lanes); and 

§                     Identification of meaningful BTAP or similar programs to subsidize TOD resident use of Expo.

 

 

DISCUSSION:

Visioning is a term that has wide meaning and is applied to organizations, business operations, marketing and city planning.  In city planning, it is a process used to help identify how a community wants to develop in the future. The intent of the visioning process is to create a shared sense of what is desired and to reach consensus on agreed upon outcomes. Typically the process requires examining a wide variety of viewpoints and comparing their advantages and disadvantages in order to determine the best option for land development. The process often results in a “vision statement” that provides a definitive summary of the outcomes sought in the visioning process.  While there are many ways to go about obtaining input for visioning (as shown on Attachment No. 1), the overall process may be summarized as follows:

The timing to complete the visioning process should be coordinated with projects that have applications pending in the Planning Division.

Ideas to Consider:

1.                     City funded traffic analysis for remaining TODs without complete applications.  Prepare mitigation measures to be shared among remaining TOD projects. Run trip analyses for remaining TODs together, document impacts and provide mitigation recommendations including methods to apportion mitigation costs among projects.  Include other City projects as part of mitigations including expanded bikeways from easterly city boundary to Downtown,

 

2.                     TOD Property owner funded traffic analysis for remaining TODs without complete applications. Prepare mitigation measures to be shared among remaining TOD projects.

 

3.                     Prepare a Specific Plan or overlay zone for the TOD area including an area traffic study and mitigation cost sharing. A Specific Plan or overlay zone could include specific requirements for mobility, TDM, pedestrian and bicycle amenity requirements, construction traffic management requirements, participation in Metro BTAP programs.

 

4.                     Address mobility issues more directly: roadway capacity, traffic diversion, traffic management, first mile/last mile, Bicycle and Pedestrian Master Plan improvements, connect TOD and Downtown with bikes and alternative transit. City studies roadway capacity, traffic management, first mile / last mile recommendations and options for alternative transit.  Focus on commonly funded shuttle service with area businesses since area has changed from time when prior shuttle proposal was circulated. 

 

5.                      Vet projects together as part of “mobility” section in pending discretionary   permits going forward with traffic analysis for remaining TOD projects. (Expands the scope of a project’s traffic analysis).

 

6.                     Connect a bike facility on East Washington Boulevard to Downtown (with developer contributions to fund planning and implementation). City studies and prepares plan and requires developers' pro rata contributions to fund.

 

7.                     Narrow the medians along east Washington Boulevard to allow left-turn pockets and facilitate bicycle travel along Washington Boulevard. City studies and prepares plan and requires developers’ pro rata contributions to fund.

 

8.                     Address traffic flows during specific peak periods and provide time specific recommendations such as advanced traffic signal synchronization (with developer contributions to fund implementation). Morning westbound traffic is heavier but pm also has intersection delay impacts.  Require study to address peak flows am and pm and fund advanced traffic signalization.

9.                     Ensure that Construction Management Plans for TOD projects address area traffic and circulation.  Quantify traffic impacts related to lane closure and include in Comprehensive Plans going forward. Schedule project construction to minimize impacts. Part of new project Conditions of Approval. Minimize construction project impacts in roadways relative to peak period commuter traffic and condition off-hours construction accordingly.

10.                     Consider TOD area setbacks to include mobility related improvements, given site constraints.

 

11.                     Use TDM more effectively through TOD entitlements

 

12.                      Study effective TDM programming in other jurisdictions

 

13.                     Require developers to provide transit passes (set number of passes for residential and commercial components of each TOD project, and use a “look back” to quantify the program’s effectiveness).  Work with Metro to get discount BTAP annual passes for large employers. Require larger employers on site to offer discounted employee Expo passes.

 

14.                     Use Community Benefits to address on-site car sharing, bike sharing and similar first mile / last mile transit solution and integrate them in project designs.

 

FISCAL IMPACT

 

The cost to conduct a visioning process with a moderator will need to be determined through receipt of proposals after finalizing a work scope. If the City Council determines to move forward, the fiscal impact of proceeding with the visioning process will be presented to City Council at a future meeting.
