RECOMMENDATION
Staff recommends the City Council award a construction contract to Elecnor Belco Electric, Inc. as the lowest responsive and responsible bidder, in the amount of $1,000,080 for the construction of the Traffic Signal Left Turn Phasing and Upgrade Project, PS-003 Federal Aid Project No. HSIPL 5240(032)
BACKGROUND
In July 2013, the Public Works Department/Engineering Division submitted a competitive grant application for the Federal Highway Safety Improvement Program (HSIP) for Cycle 6. The purpose of the HSIP grant is to improve the safety of pedestrians and all roadway users.
The City was awarded a grant in the amount of $944,889 for construction to improve safety at seven intersections by installing left-turn arrows. The seven intersections are:
1. Centinela Avenue/Washington Boulevard
2. Centinela Avenue/Washington Place
3. Duquesne Avenue/Jefferson Boulevard
4. Jefferson Boulevard/Jordan Way-Summertime Lane
5. Jefferson Boulevard/Machado Road
6. Sepulveda Boulevard/Washington Boulevard
7. Sepulveda Boulevard/Washington Place
KOA Corporation completed the construction plans and specifications through the on-call traffic engineering contract with the City. On January 25, 2016 the City Council approved the plans and specifications and authorized the publication of a notice inviting bids.
DISCUSSION
The Notice Inviting Bids was published in a local newspaper, industry trade journals, and posted on the City’s website. On April 7, 2016, the City Clerk’s Office publicly opened the bids. Two contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, Elecnor Belco Electric, Inc., and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Staff contacted the references listed in the bid documents, the cities of Victorville, Highland and Glendale, all of which responded with positive feedback about Elecnor Belco Electric, Inc.
Included in the bid proposal is the approximate $92,080 cost to repair the failed pavement and apply slurry seal on Duquesne Avenue from Jefferson Boulevard to Lucerne Avenue. This pavement work is proposed to be funded by the City’s Residential Street Paving Project, PZ-863.
Staff recommends the City Council award the contract to Elecnor Belco Electric, Inc., and authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $100,000 (10%), if necessary for unforeseen conditions.
Project management will be performed by Public Works Department/Engineering Division. Inspection services will be performed by a consultant firm to be selected from the list of on-call engineering companies.

That the City Council:
1. Award a construction contract to Elecnor Belco Electric, Inc., as the lowest responsive and responsible bidder, in the amount not-to-exceed $1,000,080 for the Traffic Signal Left Turn Phasing and Upgrade Project, PS-003 Federal Aid Project No. HSIPL 5240(032); and,
2. Authorize the Public Works Director/City Engineer to approve change orders in an amount not to-exceed $100,000, if necessary; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
