RECOMMENDATION
Staff recommends the City Council (1) approve the plans and specifications for the construction of the Traffic Monitoring CCTV System Gap Closure Project, PL-004; and (2) authorize staff to publish a related Notice of Inviting Bids.
BACKGROUND
The City of Culver City was awarded funding by Los Angeles County Metropolitan Transportation Authority (Metro) for a Traffic Monitoring CCTV System Gap Closure Project, (the “Project”). The Project will install a real-time closed circuit video monitoring system along selected regional arterial streets to close the gap in the City’s existing traffic monitoring camera system. This Project is a key element of the City’s existing advance traffic management system. The Project will improve traffic mobility and safety along the identified routes by enabling the City to respond more quickly and effectively to planned special events, reported traffic problems and emergencies.
The Project involves the design and installation of closed circuit monitoring cameras and/or approximately four miles of fiber optic communication cable at 18 locations, along with hub switching equipment and software, and new auxiliary equipment in the City Hall building. The 18 project locations will supplement the existing 14 camera locations operated by the City and 10 other camera locations that are shared with the City of Los Angeles. The new CCTV camera locations and associated fiber communication connections are as follows:

DISCUSSION
A Request for Proposals (RFP) was released for the design of this Project to the firms on the City Council approved on-call traffic engineering consultant list. Staff administratively selected Advantec to design the CCTV camera improvements. Plans and specifications for the Project have been completed, and staff is prepared to publish a Notice of Inviting Bids.

FISCAL ANALYSIS
Funding is available in the City Council Adopted Budget for Fiscal Year 2015/2016 to fund the estimated Project costs, of which 80% ($2,438,352) are funded by the Los Angeles County Proposition C sales tax through a grant from Metro. The actual costs of Project construction will be discussed in more detail in the staff report presented to the City Council at the time of recommendation of a construction contract award.
