RECOMMENDATION
Staff recommends the Cultural Affairs Commission (CAC) consider additional information pertaining to the proposed FY 2016-17 Cultural Affairs Trust Fund (CTF) budget, and as appropriate, provide comments and make recommendations to the City Manager.
BACKGROUND/DISCUSSION
This item was first considered by the CAC at its regular meeting of April 19, 2016 at which time, the following motion was adopted:
That the Cultural Affairs Commission recommend: 1) That the proposed budget as presented be forwarded to the City Manager for consideration with the addition of $28,000 for the Community Cultural Plan (for a total of $40,000 with anticipated carryovers); 2) Bring back for further discussion the public art for the Washington/National TOD Gateway and the Higuera Bridge/Bike Ramp projects to the May 17, 2016 meeting; and, 3) That the City urgently take into account not only the current delays in executing the Cultural Affairs work plan caused by understaffing but look ahead to the even larger work plan to be executed in the next fiscal year and provide additional staffing accordingly.
The Proposed Budget for FY 2016-17 as presented to the City Council on May 9, 2016 includes what was reviewed by the CAC on April 19 with the following changes: $25,500 for Fund Administration/Other Contractual Services; $62,500 for Performing Arts Grant Program; and, $37,500 for Art Maintenance. The CTF revenues for FY 2015-16 are anticipated to be closer to $250,000 (as opposed to $200,000) which impacts the maximum allowed for those project areas per the CCMC. In addition, $28,000 was added to PZ959 / Community Cultural Plan, as recommended by the CAC. Attached is the revised CTF budget as prepared by Cultural Affairs staff as well as the associated page in the Proposed Budget for FY 2016-17 as presented by the City Manager.
With regard to the public art for the Washington/National TOD Gateway and the Higuera Bridge/Bike Ramp projects, staff is prepared to provide additional background information at the meeting as requested by the CAC.
FISCAL ANALYSIS
The total currently recommended from the CTF for FY 2016-17 is $210,500. This does not include money for the Washington/National TOD Gateway and the Higuera Bridge/Bike Ramp projects.
