RECOMMENDATION

 

Staff recommends the City Council (1) consider the creation of the following City Council Ad Hoc Subcommittees:  (A) Ad Hoc TOD Visioning Subcommittee; (B) Ad Hoc Legislative Policies Subcommittee; and (C) Ad Hoc Council Policies Subcommittee and (2) if such Ad Hoc Subcommittees are created, appointment of City Council Members thereto.

 

 

BACKGROUND:

 

At the May 9, 2016 City Council Meeting, the City Council gave direction to agendize the discussion of the creation of additional Ad Hoc Subcommittees including an Ad Hoc Legislative Policies Subcommittee, an Ad Hoc City Council Policies Subcommittee and an Ad Hoc TOD Visioning Subcommittee, and appointment of City Council Members thereto.

 

 

DISCUSSION:

 

Ad Hoc TOD Visioning Subcommittee

On March 14, 2016, the City Council directed staff to bring a discussion to City Council regarding a visioning process for the Transit Oriented Development District (TOD) around the Culver City Expo Station. The direction included:

 

                     Description of TODs through a visioning process with the community;

                     Identification of long term goals for what is proposed to be accomplished through such visioning process;

                     Completion of visioning prior to going forward with subsequent TOD projects;

                     Identification of real transportation alternatives to address area traffic concerns, including dedications necessary to address them (i.e. dedicated bike lanes); and 

                     Identification of meaningful BTAP or similar programs to subsidize TOD resident use of Expo.

 

On May 9, 2016, the City Council directed staff to move forward with the TOD Visioning process and also to return to Council to discuss the creation of an Ad Hoc Visioning Subcommittee.  The purpose of the Ad Hoc TOD Visioning Subcommittee will be to work with City staff in coordinating the forthcoming TOD Visioning process.  It is anticipated that this Subcommittee will be active over the next six months to one year. 

 

Legislative Policies Subcommittee

 

The City Council is also being requested to appoint Council Members to an Ad Hoc Legislative Policies Subcommittee.  The purpose of this Ad Hoc Subcommittee is to review the City’s Legislative Advocacy Program (Program) and consider staff recommended updates to the Program prior to its consideration by the City Council.  Typically, the City Council considers approval of the Program on a bi-annual basis.

 

The Program serves as a guide for staff during the Legislative session and forms the basis for position letters and other legislative advocacy efforts undertaken by staff and the City Council. Guiding principles included in the Program are intended to provide direction on matters that affect the funding, programs, projects, and operations of the City of Culver City.  The Program was established to help streamline the City’s legislative process and strengthen the City’s efforts on legislative issues which are important to the City of Culver City.  The Program's goals are also to establish stronger personal contacts with legislators in our area; to promote City interests; and to articulate City positions with members of the legislature on key issues.  In 2014, in preparation for the 2015-2106 state Legislative Session, Mayor Clarke and Council Member Meghan Sahli-Wells worked with staff on a City Council Ad Hoc Subcommittee to review the Legislative Advocacy Program.

 

Ad Hoc City Council Policies Subcommittee

 

In recent years, the City Clerk’s Office has had a goal to work with the City Attorney’s Office to improve the City Council Policies/Administrative Procedures process, including updating the policies themselves, where needed.  The City Clerk’s Office, in consultation with the City Attorney’s Office, has standardized the preparation and archival of newly issued City Council Policies.  New documents are now available in a standard format on SWAMI, the City’s Intranet.  During this fiscal year, the City Clerk’s Office had planned to continue its review and update of City Council Policies. This Ad Hoc Subcommittee would work with staff from the City Clerk’s and City Attorney’s Offices to review the City Council Policies in order to make recommendations to the City Council at a later date.

 

 

FISCAL ANALYSIS

 

The appointment of City Council Members to the Ad Hoc City Council Subcommittees does not result in a fiscal impact.

That the City Council:

 

1.                     Create the Ad Hoc Transit Oriented Development (TOD) Visioning Subcommittee and appoint Council Member________________and Council Member ______________ thereto; and

2.                     Create the Ad Hoc Legislative Policies Subcommittee and appoint Council Member_________________and Council Member ______________thereto; and

3.                     Create the Ad Hoc City Council Policies Subcommittee and appoint Council Member_________________and Council Member ______________thereto.
